
Project VIE 085, funded by the Korea International Cooperation Agency (KOICA) through HelpAge Korea (HAK) and HelpAge International in Vietnam (HAI), will be implemented in Ninh Binh from September 2023 to November 2025. Accordingly, Project VIE 085 will be implemented in 27 Intergenerational Self-Help Clubs in 27 communes and wards (now 21 communes and wards after merging provincial and commune-level administrative boundaries from July 1, 2025), with 8 areas of activity: Health care; increasing income; taking care of spiritual life; self-help and community support; raising awareness, knowledge, lifelong learning for club members; home care; resource mobilization; rights and benefits activities.
To implement the Project, the Elderly Association at all levels from the provincial to the grassroots level has done a good job of advising the Party Committee and the government to survey and select the project implementation area, select the Club Management Board, and the Club Manager is concurrently held by the Party Cell Secretary or the village, hamlet, or street head, creating high consensus in direction and implementation.
On the other hand, the Association at all levels has been proactive in coordinating to do a good job of taking care of the mental and physical health of the elderly, and has promoted internal resources to proactively support resources and conditions for the establishment and expansion of the Club model. The Club Management Board, volunteers and officers of the Association of the Elderly at all levels have participated in training to improve their knowledge in many aspects and skills in managing the Club.
In addition, the Project also supports equipment for communication at the Club, supports income-enhancing funds for Club members to borrow to develop production and business. The Club meets once a month, Club members can exchange culture and arts, improve knowledge, share, encourage, help each other in all aspects, and receive regular health check-ups.
Through assessment, there are 12 very strong clubs (scoring 90 points or more), accounting for 44.4%; 15 strong clubs (scoring 80-90 points), accounting for 55.6%. The activities of Project VIE 085 in Ninh Binh have been successfully implemented and become a model club for widespread replication. The activities of the Project have actively contributed to the protection, care and promotion of the role of the elderly, adapting to population aging, building a strong Association, making important contributions to building new rural areas, civilized urban areas, building the great national unity bloc, building the Party, building a clean and strong government.
The goal by 2030 is for the entire province to build and establish at least 645 new intergenerational self-help clubs, attracting at least 32,250 elderly people to participate; 20% of villages, hamlets, and residential groups in the entire province will have intergenerational self-help clubs, gradually building a care network, promoting the role of the elderly in the community; 90% of clubs will perform well in 8 areas of activities according to regulations, maintaining regular monthly activities...
To achieve the goal, the activities of the Club are integrated with the tasks of the Project for the elderly to participate in promoting digital transformation, green transformation, entrepreneurship and job creation; gradually building a care network, promoting the role of the elderly in the community...

At the conference, the Provincial Elderly Association awarded Certificates of Merit to 6 Intergenerational Self-Help Clubs with many achievements in implementing Project VIE 085.
