Urgently complete 1,397 social housing units

On the afternoon of October 13, Vice Chairman of Can Tho City People's Committee Nguyen Van Hoa chaired a working session with departments, branches, commune and ward leaders and investors of social housing projects on the progress and plans for building social housing in the city.
According to the report of the Department of Construction, implementing the Prime Minister's Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030". Accordingly, the target of completing social housing (NOXH) assigned by 2030 in Can Tho City is 9,100 apartments, Soc Trang province (old) is 6,400 apartments and Hau Giang province (old) is 1,400 apartments.
After merging administrative units of 3 localities, Can Tho City (new) is 16,900 units, period 2021-2030.

Regarding the progress of social housing construction, as of October 5, Can Tho City (new) has implemented 10 social housing projects, of which 3 projects have been completed and 7 projects are under implementation. Specifically, from 2021 to the end of 2024, 2,252 social housing apartments have been completed.
In 2025, as of October 5, the city completed 1,073/1,397 apartments, reaching about 77% of the target assigned by the Prime Minister in 2025. The remaining 324 apartments, Can Tho City will strive to complete in the second quarter of 2026. Thus, in the cumulative period of 2021-2025, the city has completed 3,649 apartments.
According to the leader of the Department of Construction of Can Tho City, in the process of implementing social housing construction, enterprises still encounter difficulties and obstacles, in which some enterprises cannot implement because they have to review the project implementation process; some other enterprises cannot implement the project because the implementation period has expired, but they do not meet the conditions for extending the project; they have not been allocated land to invest in project construction...

A representative of Hong Loan Real Estate Construction and Trading Joint Stock Company raised the difficulty that currently a project that the enterprise is implementing to build 500 apartments is stuck with more than 29,000 square meters of rice fields (of which more than 8,000 square meters are for social housing), therefore, the enterprise has not been allocated land to implement the project.
Meanwhile, Nam Long Mekong Joint Stock Company is implementing a project of 930 units, currently completed and sold 671 units. When the company started making land use right certificates for the social housing areas invested by the company, it got stuck in the land price determination mechanism. The company hopes that the city's functional agencies will support and remove difficulties so that the company can fulfill its tax obligations and make land use right certificates for customers.
People and businesses with "clean" land participate in building social housing

At the meeting, delegates recommended that the City People's Committee and departments study and allow people and businesses with land that meets the prescribed conditions to participate in the construction of social housing. This will contribute to completing the target of building 3,221 social housing units according to the Prime Minister's target in 2026, while also solving difficulties and problems when commercial housing projects are stuck with 20% of the land fund for social housing construction.
Regarding this content, the leader of the Department of Construction informed that according to the new regulations just issued by the Government, people and businesses with land suitable for planning will be allowed to participate in implementing social housing projects. This is new content, suitable for the actual situation, and needs to be informed so that people and businesses with "clean" land can participate in building social housing.

Concluding the meeting, Vice Chairman of Can Tho City People's Committee Nguyen Van Hoa informed that recently, the Government and central ministries have resolutely reviewed the procedures and legal regulations for implementing the construction of social housing, because this is a very humane policy, creating a stable place for officials and workers to have a house to settle down and start a business.
Regarding the task of Can Tho City to complete the social housing target in 2025 and 2026 as well as the period 2021-2030, the Vice Chairman of Can Tho City People's Committee assigned the Department of Construction to be the presiding unit, coordinate with relevant departments and branches, review the social housing implementation plan according to the new administrative unit. Continue to listen to the recommendations of businesses on difficulties and problems, promptly resolve or report to the City People's Committee for timely direction.

As for the content that the enterprise has just reported that it has not received land due to the problem of rice land area, the Land Fund Development Center, in coordination with the Department of Agriculture and Environment, will carry out related procedures and resolve it for the enterprise. Any content that is beyond the authority will be submitted to the City People's Committee so that the leaders can issue a decision to allocate land to the enterprise according to the law.
The Vice Chairman of the People's Committee of Can Tho City also assigned the Department of Construction to review and update new documents of the Government on investment mechanisms and policies, access to capital sources to guide people and businesses to access capital sources from social policy banks and state banks so that businesses can borrow capital and build social housing; people can access this capital source to buy and rent social housing in the most timely and effective way.

The leader of the Department of Construction of Can Tho City informed that according to the project of building social housing in the city, by 2030, the city will implement 50 projects with a total area of 550 hectares. Of which, Can Tho City has 25 projects, the old Soc Trang province has 22 projects and the old Hau Giang province has 3 projects. If these 50 projects are implemented according to the project, by 2030, the city will have 21,000 social housing units.
To complete 16,900 social housing units in the 2021-2030 period, the Department of Construction will review and update urban and industrial planning to ensure land funds for social housing development. Social housing projects will be located in convenient locations for transportation, connected to industrial centers and ensuring synchronization of technical and social infrastructure.
At the same time, the city will research and develop various types of social housing, suitable for each target group such as: low-income urban people, workers, students, armed forces. Policies to support the purchase, rental and hire-purchase of social housing will also be reviewed and improved in a way that is suitable for the actual payment capacity of the people.
