Dong Hoi City: Efforts to handle "black spots" and traffic jams

(QBĐT) - In recent years, the transport infrastructure system of Dong Hoi City has received investment attention and has had remarkable changes, creating favorable conditions for socio -economic development, national defense and security of the locality. However, along with that, the rapid increase in vehicles has also caused problems affecting traffic order and safety (TTATGT) that need to be focused on solving.

The shortcomings arising in the field of traffic safety in Dong Hoi city in recent times can be mentioned as the local congestion on some main roads, intersections in the morning and afternoon working hours, at some schools during class time and after school hours. In addition to some main streets that meet the standards of road surface and sidewalks, there are still many streets with narrow roads and no sidewalks, causing difficulties for pedestrians. In addition, there is a lack of public parking lots; the road sign system is inadequate; the awareness of law compliance of a part of traffic participants is not high...

In particular, at some “black spots” in the area, many collisions and traffic accidents (TNGT) have occurred, including some that have resulted in fatalities. Notably, the “black spot” is at the end of Truong Phap Street, the section adjacent to Quang Phu Commune. This is a curved section of road with limited visibility. Although the traffic volume through this section of road is not high, due to limited visibility, this has become a “black spot”, posing a high risk of traffic safety loss.

“In recent years, we have witnessed many cars and motorbikes having traffic accidents when passing here. In the mild cases, people were injured, vehicles were damaged, in the severe cases, people died. Traffic accidents often happen at night. This is a dangerous road, if there is no solution, traffic accidents will definitely continue to happen!”, said Mr. Pham Thai Sy, a resident who does business right next to this road.

At the recent monitoring program of the Provincial National Assembly Delegation on the implementation of policies and laws on ensuring traffic safety in the province in the period of 2009-2023, Dong Hoi City Police also reported on the "black spot" at the end of Truong Phap Street bordering Quang Phu and proposed solutions to overcome it.

Along with increasing patrol and control forces to warn, prevent and ensure traffic safety here, expanding the road section and creating clear visibility is a feasible solution but still has many problems and requires the coordination of many related agencies. Therefore, in the immediate future, to ensure the safety of people and vehicles participating in traffic through this "black spot", the authorities need to check and install warning signs on the road section where traffic accidents often occur to increase prevention, limit traffic accidents and unfortunate consequences.

In addition, in Dong Hoi City, there are key traffic intersections such as: Ly Thuong Kiet-Huu Nghi, Tran Hung Dao-To Huu-Pham Van Dong intersections; Nguyen Trai-Nguyen Huu Canh route... where local congestion occurs; driving in the wrong lane; stopping and parking vehicles not in accordance with regulations. On some routes with a width of less than 7m with traffic lights and road markings, there are still cases of stopping and parking vehicles causing traffic obstruction, forcing many vehicles to "encroach on the lane", causing frustration for traffic participants, while the act of stopping and parking at the above locations has no sanctions.

Through surveys and understanding the situation, relevant agencies have compiled shortcomings and made recommendations and proposals for solutions, such as: Adjusting median strips, sign systems, and strengthening propaganda work so that people can understand and comply with regulations.

Among the causes of local traffic congestion at some key intersections is the situation of traffic participants stopping at the "eye line" (the innermost lane at intersections), obstructing vehicles allowed to turn right. In fact, many people still do not understand the regulation that when stopping at red lights at intersections, they are not allowed to stop in the "eye line" area, because this is the priority lane for vehicles turning right.

Currently, for this behavior, the Dong Hoi City Police Department mainly reminds and promotes propaganda work so that people understand and comply. In addition, relevant agencies regularly review and promptly repaint road markings, including "hammock" lines to facilitate people and vehicles participating in traffic to comply with regulations.

At schools, Dong Hoi City authorities also increased patrols and controls, especially during rush hours, to overcome local congestion, gradually contributing to ensuring traffic safety in the area.
