In 2024, Ha Long City invested over 1,397 billion VND to support the new rural construction program in the communes. Of which, the city budget directly allocated for the new rural construction program is over 154 billion VND; the capital for integrating investment in socio-economic infrastructure works in ethnic minority areas is over 802 billion VND... From the supporting capital sources, the city has focused on developing synchronous infrastructure, orienting urban development right in the process of investing in building rural infrastructure. Accordingly, in 2024, the communes have registered to implement 45 rural infrastructure works.
To date, 30/39 projects implemented by the communes have been completed; 1/6 large-scale projects with complex planning and technical design by the City Construction Investment Project Management Board have been completed. The city has also organized a review of infrastructure projects based on proposals from the communes to be implemented in 2025, including 23 projects with a total cost of about 114 billion VND, of which the city budget is about 106 million VND.
In addition, the city has implemented effective economic development solutions to increase income for rural people. The city has directed relevant agencies, units, and People's Committees of 12 communes to maintain guava growing areas of over 120 hectares; pilot guava growing using organic fertilizers; build model gardens for sightseeing and experience. In addition, the communes also propagate and mobilize people to expand concentrated production areas with 130.8 hectares of medicinal herbs, 104.2 hectares of fruit trees, such as Dan Chu commune planting 4 hectares of ginseng, Morinda officinalis; Thong Nhat commune planting 39 hectares of custard apple trees; Dong Lam commune planting 11 hectares of ginger and dia lien; Le Loi commune planting 22 hectares of various melons; Tan Dan commune planting 1.1 hectares of medicinal plants...
The city focuses on propaganda and mobilizing people to implement highly effective economic models. Guiding cooperatives and production and business households to complete documents and procedures to participate in the OCOP program with 7 new products participating for the first time all achieving 3 stars. At the same time, actively implementing the loan policy to create jobs from the provincial budget capital entrusted through the Bank for Social Policies, the total outstanding debt reached over 33.5 billion VND, with 506 households borrowing to develop production. By the end of 2024, the average income per capita in rural areas reached 107.3 million VND, an increase of 141.7% compared to 2023. It is expected to reach 120 million VND/person in 2025.
Along with that, the city also devotes a lot of resources to investing in the social security system in the communes. Up to now, the city has achieved the standard of universal preschool education for 5-year-old children; achieved the standard of universal primary education level 3; achieved the standard of universal lower secondary education level 3; achieved the standard of eliminating illiteracy level 2 (the highest level) with a literacy rate of 99.77%. The rate of people participating in health insurance in the 12 communes is 43,982/44,477 people (reaching 98.89%); the rate of children under 5 years old with stunting malnutrition is 3.85%. The rate of trained workers in the 12 communes is about 90%, of which the rate of trained workers with degrees and certificates is over 65.6%...
Mr. Nguyen Thanh An, Head of the City's Department of Agriculture and Environment, said: In 2024, the target of 3 communes Dan Chu, Bang Ca, Son Duong achieving model NTM, and Vu Oai achieving advanced NTM standards has been basically completed. The communes have prepared documents to request the city to review and the province to consider and recognize them as meeting advanced NTM and model NTM standards. In 2025, the city aims to strive for 2 communes Tan Dan and Hoa Binh to meet advanced NTM standards; improve the quality of indicators and criteria for communes meeting NTM standards for 3 communes Dong Son, Dong Lam, Ky Thuong and 4 advanced NTM communes Le Loi, Thong Nhat, Quang La, Vu Oai. By the end of 2025, the whole city will have 2 more villages meeting advanced NTM standards, bringing the total number of villages meeting advanced NTM standards in the area to 63/72 villages.
