Reporting to the Working Group on the implementation of the task of universalizing education and eliminating illiteracy in the province in the period of 2021-2025, the representative of the Department of Education and Training said: The network and scale of schools and classes across the province are conveniently arranged, ensuring the learning rights of students. Many localities are proactive in preparing subject classrooms and teaching equipment to meet the conditions for organizing 2 sessions/day and implementing the 2018 General Education Program according to the roadmap. Schools and educational institutions in the area have done a good job of mobilizing school-age students to attend classes at the beginning of the school year, strengthening management measures to minimize dropouts, and improving the quality of education to reduce the rate of students repeating the grade. The staff and teachers assigned to concurrently work on universalization are always enthusiastic about their work, with a high sense of responsibility, meeting the requirements of the task. All localities carry out the task of universalizing education and eliminating illiteracy with high determination; are flexible in developing teaching plans suitable for students and specific subjects; promote the application of information technology in management, planning, and organizing teaching and learning activities.
Thanks to that, the implementation of universal education and illiteracy eradication in the province has achieved many outstanding results. Specifically: 100% of commune, district and provincial units meet the standards for universal preschool education for 5-year-old children; 100% of commune and district units meet the standards for universal primary education level 3, provincial records meet the standards for universal primary education level 3; 100% of commune and district units meet the standards for universal secondary education level 3, provincial levels are eligible to meet the standards for universal secondary education level 3. Regarding the results of illiteracy eradication, the rate of people with literacy levels 1 and 2 from 15-60 years old are both over 99%.
At the working session, members of the working delegation of the Ministry of Education and Training highly appreciated the direction and leadership of the province and localities in the work of universalizing education and eliminating illiteracy. Especially when Quang Ninh province has the characteristics of mountainous, border and island areas, many households live scattered and sparsely but the rate of mobilizing children to go to class still reaches nearly 100%. Thereby, the implementation process is ensured to be serious and methodical in accordance with regulations; facilities and teaching equipment are focused on synchronous investment. At the same time, the working delegation also requested the Provincial People's Committee to clarify further the results on the structure of the teaching staff, the mobilization of students to go to class in remote areas, etc.
On behalf of the inspection team, Mr. Do Duc Hue, Deputy Director of the General Education Department (Ministry of Education and Training) agreed on the results of recognizing Quang Ninh province as meeting the standards of universal primary education level 3, universal lower secondary education level 3, universal preschool education for 5-year-old children, and illiteracy eradication level 2 by December 2024. The inspection team will report to the Minister of Education and Training for consideration and issue a recognition decision as soon as possible. This result will put Quang Ninh in the top 10 localities meeting the standards of universal primary education, universal lower secondary education, universal preschool education, and illiteracy eradication at the highest level.
To maintain the achieved results, the Inspection Team recommends continuing to improve the activities of the Steering Committee for universal education and illiteracy eradication at all levels; promoting communication about the meaning and role of universal education in local development; promoting student streaming after junior high school and orienting student streaming after high school; enhancing training and professional development for teachers and managers; promoting socialization to upgrade facilities and teaching equipment; continuing to check universalization data to ensure accuracy... In particular, promptly completing the Steering Committee at the commune level after the dissolution of the district level.
Speaking at the meeting, Ms. Nguyen Thi Hanh, Vice Chairman of the Provincial People's Committee, said: Quang Ninh province always identifies strengths and weaknesses in the work of universalizing education to have timely and effective support policies for teachers and students. Regarding the recommendations of the Working Group, the province will seriously accept them to overcome them, ensuring that the work of universalizing education and eliminating illiteracy is maintained, ensuring a safe, modern, and equal learning environment, and comprehensive development of students.
Previously, from May 6 to the morning of May 8, the working group of the Ministry of Education and Training conducted field inspections in localities, including: Checking records of universal education and illiteracy eradication by level; comparing with results and data of universal education and illiteracy eradication on the information system for managing data on universal education and illiteracy eradication. At the same time, the group also conducted field inspections at a number of households, primary and secondary schools in localities to compare actual information from people with the universal education survey form, checking records of recognition of localities meeting the standards of universal education level 3 and standards of illiteracy eradication level 2 in 2024.
