According to regulations of the Department of Education and Training (GD-DT) of Ho Chi Minh City, from the 2025-2026 school year, public educational institutions will directly decide on the contents of the school's curriculum and must approve the activities, grade levels, content framework, methods, forms of organization, implementation plans and coordinating organizations and units through the School Council.
In particular, the Department of Education and Training stipulates that heads of educational institutions are fully responsible for selecting and organizing the implementation of the school's program, ensuring implementation conditions such as staff, facilities and appropriate teaching and learning plans.

Schools are responsible for developing the content of their school programs to choose from: Refer to and research existing programs, evaluate the level of suitability with educational goals. Check and evaluate the quality of the program according to teaching criteria, learning materials and the capacity of implementing partners.
Develop content in the school's program with at least two options for students and parents to choose according to their abilities and needs (Not including teaching programs under the projects "Teaching and learning math, science and English integrating the British and Vietnamese programs"; "Improving capacity, knowledge and skills in applying information technology for high school students in Ho Chi Minh City according to international standards, period 2021 - 2030" and the Program is implemented according to high-quality, advanced, regional and international educational content in Ho Chi Minh City".
Educational institutions organize surveys and flexibly choose survey forms suitable to the actual conditions of the school.
The school program must define educational goals that ensure the rights and meet the needs and aspirations of students (junior high school and high school) and parents (for all levels); be suitable to the actual conditions of the school, have the consensus and voluntariness of students and parents, and follow the regulations and instructions of the management agency.
Educational institutions organize surveys, flexibly choosing survey forms suitable to the actual conditions of the school and grade level such as surveys using questionnaires or quick survey software for parents to choose the school's program.
In all cases, there must be full and clear evidence of the survey process and the results of collecting opinions. The survey and collecting opinions of students and parents must ensure the principles of voluntariness, democracy, publicity, transparency and accuracy. The program can only be applied after completing the selection process and receiving the consensus of the majority of parents.
