Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi has just signed and issued the conclusion of the Standing Committee of the Ho Chi Minh City Party Committee on a number of policies when implementing the arrangement of administrative units at district and commune levels related to the team of cadres and civil servants.
Accordingly, the Standing Committee of the Ho Chi Minh City Party Committee requested the Ho Chi Minh City People's Committee to review and appoint civil servant ranks corresponding to the requirements of the job positions for district-level officials who are not yet civil servants but are elected, approved, and appointed to positions and titles of officials when they are transferred or rotated to civil servant positions.
At the same time, convert commune-level cadres into civil servants according to Decree 07/2024 of the Government .
The Standing Committee of the City Party Committee assigned the districts to coordinate with the Ho Chi Minh City Labor Federation to receive full-time union officials from 22 district labor federations to arrange work in communes and wards after the reorganization. Full-time union officials doing professional work and employees doing support and service work will have their labor contracts reviewed and terminated.
At the same time, the Ho Chi Minh City Party Committee's Organizing Committee is assigned to review and appoint corresponding civil servant ranks according to the requirements of the job position for district-level cadres who are not yet civil servants but are elected, approved, and appointed to hold positions and titles of cadres if they are transferred or rotated to positions as civil servants in Party agencies, the Fatherland Front, and socio- political organizations.
Also in this conclusion, the Standing Committee of the Ho Chi Minh City Party Committee assigned units to promptly advise on a number of contents on policies to support cadres, civil servants, public employees, and workers; policies to support the purchase and rental of social housing; projects to support vocational training, career conversion, and job referral; capital support projects...
State-owned enterprises under the management of Ho Chi Minh City consider giving priority to recruiting cadres, civil servants, public employees, and surplus workers who have sufficient qualifications, capacity, and meet the criteria and requirements of the job positions to be recruited.
According to the Ho Chi Minh City People's Committee, in 2025, the total number of staff assigned in 2025 of the sector includes 6,823 cadres, civil servants, 32,189 public employees, 4,087 workers and 24,052 employees.
When eliminating the district level, Ho Chi Minh City will transfer 4,946 civil servant positions assigned in 2025 to arrange commune-level positions, and at the same time transfer 95,613 positions of civil servants and employees receiving salaries from the budget to work as commune-level civil servants in public service units.
At the commune level, 11,342 officials and civil servants at the current People's Committees of wards, communes and towns will continue to work at the new wards and communes. In particular, 9,732 non-professional workers will end their duties.
