Major General Vu Van Dien, Commander of the Ho Chi Minh City Command, Permanent Vice Chairman of the Ho Chi Minh City Military Service Council and Lieutenant General Le Hong Nam, Member of the Standing Committee of the City Party Committee, Director of the Ho Chi Minh City Police Department, Vice Chairman of the City Military Service Council co-chaired the conference.

In 2025, the Government assigned Ho Chi Minh City the target of selecting and calling citizens to perform military service and public security service: 4,987 male citizens (police: 987; military: 4,000). Military Region 7 assigned Ho Chi Minh City to select 3 female citizens.
Ho Chi Minh City is the locality with the highest military recruitment target in the country, with a military recruitment rate of 100%. During the 2025 military recruitment process, military agencies of districts and Thu Duc City have closely coordinated with police forces at the same level, effectively applying the national population database to closely manage citizens of military age.
Thanks to that, the rate of absent citizens in the locality decreased by 1.95% compared to 2024, contributing to ensuring a source of citizens ready to join the army.
The quality of military recruitment in 2025 is higher than in 2024. Criteria such as: number of party members joining the army; new recruits with intermediate, college, and university education; new recruits with health type 1 and type 2 joining the army all exceeded the set target.

The city also does a good job of taking care of the military's rear policies for young people joining the army with a total amount of over 25 billion VND. On average, each citizen joining the army in 2025 receives a gift worth over 6.4 million VND.
In addition, the city also promptly supports families of citizens who are in difficulty when joining the army through programs such as setting up savings books, giving gifts to citizens who pass the army, and supporting families so that citizens can feel secure and enthusiastic about joining the army.
As soon as the troops were received, the units quickly settled down, arranged their staffing, and coordinated with the Ho Chi Minh City Eye Hospital to organize health checks for new soldiers, ensuring compliance with the prescribed time. The organization of receiving and training new soldiers was carefully prepared; ensuring the training grounds, yards, training grounds, and materials according to regulations; ensuring the facilities to serve the spiritual life of new soldiers well, and logistics and technical work.
Speaking at the conference, Major General Le Ngoc Hai, Deputy Chief of Staff of Military Region 7, highly appreciated the quality of young people joining the army in 2025 in Ho Chi Minh City.
According to Major General Le Ngoc Hai, the quality of the selection of highly qualified young men for military service is a long-term strategic task for the cause of building and defending the Fatherland in general. This is both a politically strong team trained in the military environment, a source of additional cadres for the locality; and a source of disciplined and high-quality labor in the construction of Ho Chi Minh City after completing their service and returning to their locality.
Major General Le Ngoc Hai suggested that in the coming time, specialized agencies should soon provide specific instructions on the management of citizen records and books when Ho Chi Minh City abolishes the district level; helping the 2026 military recruitment process continue to be implemented synchronously and promptly.

On this occasion, the Ho Chi Minh City Command commended 53 collectives and 24 exemplary households with outstanding achievements in the work of selecting and calling citizens to join the army in 2025.
