Accordingly, the Department proposed that for the People's Committees of wards, communes and special zones, it is necessary to establish Steering Committees and Mobilization Teams at the commune level to mobilize people whose land is to be recovered to agree to recover land before the deadline as prescribed in the 2024 Land Law as a basis for issuing a Decision approving the compensation and resettlement support plan in 2025; proactively implementing compensation, support and resettlement of projects in the area.
Regarding the hiring of consultants to determine specific land prices to calculate compensation for projects passing through two or more wards or communes, in case there are no difficulties or problems, the People's Committee at the commune level shall proactively coordinate to hire consultants to determine.

Regarding the State Treasury of Region II, the Department of Agriculture and Environment believes that this unit needs to guide investors on the documents and procedures for project advances, separating the content of compensation, support, resettlement, and site clearance into independent component projects...,
The Department of Finance needs to provide guidance on the legal basis to determine other cases where it is necessary to apply the form of designated bidding to select contractors to implement the bidding package that meets the progress, quality and efficiency according to the provisions of Decree No. 214/2025/ND-CP dated August 4, 2025 of the Government , so that the People's Committees at the commune level can perform the tasks of compensation, support and resettlement.
The Department of Construction needs to inspect, review, and advise the City People's Committee to arrange sufficient land fund and resettlement apartment fund to serve the projects.
The Management Board of Traffic Construction Investment Projects, the Management Board of Urban Infrastructure Construction Investment Projects and the Project Investors need to proactively coordinate with the regional State Treasury to receive specific instructions on the project's documents and advance payment procedures, and separate the compensation, support, resettlement and site clearance contents into independent component projects.
Actively coordinate with the People's Committees at the commune and ward levels in the process of compensation, support, resettlement, land recovery, and site clearance of the project.
