On November 14, the 10th term of the Ho Chi Minh City People's Council (2021-2026) closed its fifth session (special session). The session passed 43 resolutions on personnel work, adjusting public investment plans, infrastructure projects, connecting traffic, and social security policies.
In his closing speech, Chairman of the Ho Chi Minh City People's Council Vo Van Minh said that with the spirit of innovation, objectivity and openness, the City People's Council carefully studied the submissions of the City People's Committee, thoroughly reviewed the audit report and listened to the profound and dedicated contributions of the delegates.
"Each resolution passed at the session is not only a legal document, but also a political commitment, a promise to the people and the business community. Continue to remove difficulties, improve the investment environment, create a clear legal corridor, promote rapid and sustainable development. At the same time, ensure that the two-level urban government model after the arrangement operates more and more effectively, modernly, closer to the people, serving the people better" - Mr. Vo Van Minh said.
This session also successfully elected additional positions of the People's Council and People's Committee with consensus and high democratic concentration, ensuring the completion of the city's key leadership and management staff.

Regarding the solution, the Ho Chi Minh City People's Council requested the City People's Committee, departments and authorities of wards, communes and special zones to quickly concretize the resolution into programs and action plans with "clear goals, clear progress, clear responsibilities and clear results".
Focus on removing long-standing bottlenecks, especially in planning, transport infrastructure, public investment and administrative procedure reform. Maximize the "leverage" of public investment to stimulate private investment. Strongly and effectively mobilize socialized resources for infrastructure development, urban beautification, expansion of green space and public space.
Promote digital transformation on a more comprehensive and deeper scale. At the same time, proactively prepare well for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Personnel changes at the People's Council and People's Committee of Ho Chi Minh City
With majority agreement, the HCM City People's Council delegates approved the personnel to hold the positions as introduced.
Accordingly, Mr. Nguyen Van Tho was dismissed from the position of Vice Chairman (permanent) of the Ho Chi Minh City People's Committee and was elected Vice Chairman of the Ho Chi Minh City People's Council.
Three newly elected Vice Chairmen of the Ho Chi Minh City People's Committee include: Chief Inspector of Ho Chi Minh City Tran Van Bay, Director of the Department of Finance Nguyen Cong Vinh, and Deputy Head of the Propaganda and Mass Mobilization Commission of the Ho Chi Minh City Party Committee Hoang Nguyen Dinh.
The three newly appointed members of the Ho Chi Minh City People's Committee are the newly appointed department directors: Director of the Department of Agriculture and Environment Nguyen Toan Thang, Director of the Department of Construction Tran Quang Lam, and Director of the Department of Tourism Pham Huy Binh.
The Ho Chi Minh City People's Council also dismissed a number of personnel from their positions due to their transfer to other jobs.
Dismiss Mr. Pham Thanh Kien (who has been assigned to be the Head of the Organizing Committee of the City Party Committee) from the position of Vice Chairman of the People 's Council (term 2021-2026). Dismiss Ms. Nguyen Thi Anh Hoa (former Director of the Department of Tourism, who has been assigned to hold the position of Chairwoman of the Board of Members of Saigon Tourist Corporation - Saigontourist) from the position of Member of the Ho Chi Minh City People's Committee.

Many of these contents are related to taking care of people's rights and policies. The Ho Chi Minh City People's Council also passed resolutions related to important traffic infrastructure projects such as: investment policy for upgrading Road 991 from National Highway 51 to Ho Chi Minh City Ring Road 4; investment policy for dredging and improving the environment combined with urban beautification of Ba Lon canal drainage axis; investment policy for dredging and improving the environment combined with urban beautification of Ong Be canal drainage axis and branch canals.
