Ho Chi Minh City assigns 48 principals to be heads of professional clusters

The Department of Education and Training of Ho Chi Minh City has just decided to assign 48 principals of primary, secondary and high schools to hold the position of cluster leaders of 16 professional clusters.

Accordingly, from the 2025-2026 school year onwards, these 48 principals will hold the position of cluster leaders of 16 professional clusters. This is one of the measures of the Ho Chi Minh City Department of Education and Training to improve the quality of education in conditions of too large an area, too many schools, and too many students.

After the merger, Ho Chi Minh City became the locality with the largest number of schools in the country, with more than 3,500 educational facilities at all levels, nearly 2.6 million students and over 100,000 administrators and teachers.

Therefore, based on the administrative boundaries of wards, communes, special zones and the number of students..., of 168 wards, communes, and special zones, the Department of Education and Training has divided them into 16 school clusters for professional management.

Each professional cluster includes schools from kindergarten to high school, vocational education centers - continuing education. Each cluster will have 3 principals representing each level of education. These are principals with good expertise, prestige in the industry and in society. Specifically as follows:

After the merger, the Department of Education and Training of Ho Chi Minh City was divided into 16 professional clusters for easy management:

Cluster 1: includes wards, communes, and special zones: Cu Chi, Tan An Hoi, Thai My, An Nhon Tay, Nhuan Duc, Phu Hoa Dong, Binh My (old Cu Chi district); Hoc Mon, Xuan Thoi Son, Dong Thanh (old Hoc Mon district).

Cluster 2: includes wards, communes, and special zones: Ba Diem (old Hoc Mon district); Dong Hung Thuan, Trung My Tay, Tan Thoi Hiep, Thoi An, An Phu Dong (old district 12).

Cluster 3: includes wards, communes, and special zones: Tay Thanh, Tan Son Nhi, Phu Tho Hoa, Tan Phu, Phu Thanh (old Tan Phu district); Tan Son Hoa, Tan Son Nhat, Tan Hoa, Bay Hien, Tan Binh, Tan Son wards (old Tan Binh district).

Cluster 4: includes wards, communes, and special zones: Hanh Thong, An Nhon, Go Vap, An Hoi Dong, Thong Tay Hoi, An Hoi Tay (old Go Vap district); Duc Nhuan, Cau Kieu, Phu Nhuan wards (old Phu Nhuan district), Binh Loi Trung (old Binh Thanh district).

Cluster 16: includes wards, communes, and special zones: Long Hai, Long Dien, Phuoc Hai, Dat Do (former Long Dat district, Ba Ria - Vung Tau) and wards of Nghia Thanh, Ngai Giao, Kim Long, Chau Duc, Binh Gia, Xuan Son (former Chau Duc district, Ba Ria - Vung Tau); wards of Ho Tram, Xuyen Moc, Binh Chau, Hoa Hoi, Hoa Hiep, Bau Lam (former Xuyen Moc district, Ba Ria - Vung Tau); Con Dao special zone.

The role of professional clusters

According to Dr. Nguyen Van Hieu - Director of the Department of Education and Training of Ho Chi Minh City, in the condition that Ho Chi Minh City becomes an "educational super city", the first thing after the merger is that the department will establish 16 professional clusters for each level of education. Each professional cluster includes schools of 10-12 wards and communes. The cluster leader will be a prestigious, experienced, and professional principal... of that level of education. The clusters will also establish a network of core teachers.

In addition, the Department of Education and Training will also assign specialists to be in charge of specific professional clusters to closely monitor and follow the situation. All plans of the department will be sent to schools through the professional clusters. Thus, the role of the professional clusters is especially important in the current context.
