The Ho Chi Minh City People's Committee has just sent a document to departments, branches, and districts to implement policies and regimes for cadres, civil servants, public employees, and workers (collectively referred to as civil servants) in the implementation of organizational restructuring.

Accordingly, the Ho Chi Minh City People's Committee requires agencies and units to proactively use the assigned budget to promptly pay policies and regimes for officials in the implementation of organizational restructuring.

After using the prescribed funding sources, in case of any shortage, proactively prepare a budget estimate to implement policies and regimes, promptly send it to the Department of Finance for synthesis and reporting to competent authorities for consideration and supplementing the implementation budget according to regulations.

The Department of Home Affairs is responsible for regularly grasping the actual situation, synthesizing difficulties, problems, recommendations, and reflections (if any) of agencies, organizations, and units, providing guidance according to its authority or reporting to competent authorities for consideration and handling.

At the same time, coordinate with the Department of Finance and relevant agencies, organizations and units to appraise the list of subjects and funding for implementing policies and regimes, and submit them to competent authorities for consideration and decision.

The Ho Chi Minh City People's Committee also assigned the Department of Finance to balance sufficient budget sources, report to competent authorities for consideration and supplement the 2025 state budget estimate as a basis for allocating funds for agencies, organizations and units.

At the same time, the Department of Finance will preside over and advise the Ho Chi Minh City People's Committee on measures and solutions to strive to increase the state budget revenue in 2025 by over 15% of the estimate and mobilize other legal resources to ensure resources to carry out spending tasks.

In 2025, Ho Chi Minh City was assigned a budget revenue target of more than VND520,000 billion. Thus, the revenue target exceeded the target by 15%, equivalent to more than VND78,000 billion.

According to statistics from the Ho Chi Minh City People's Committee, in 2025, the locality will have more than 188,000 people receiving salaries from the budget. Of which, the sector has 6,823 officials, civil servants, 32,189 public employees, 4,087 workers and 24,052 employees, a total of 67,151 people.

The district and county block has 4,946 civil servant positions, 95,613 public employees, a total of 100,559 people. The ward, commune and town block has 11,342 communal-level officials and public employees and 9,732 part-time workers, a total of 21,074 people.

Recently, the Ho Chi Minh City People's Committee has reorganized and merged 15 specialized agencies. In the near future, when abolishing the district level and merging wards and communes, Ho Chi Minh City aims to reduce 4% of its staff receiving salaries from the budget. In particular, more than 9,700 part-time workers will end their duties in 2025.
