According to the Department of Education and Training of Ho Chi Minh City, in order to ensure that textbooks are fully supplied and of good quality, and to avoid delays or shortages of textbooks before the new school year begins, the Department of Education and Training has issued timely instructions.

Specifically, the City Department of Education and Training requested principals of general education institutions to provide information on textbook lists for subjects and educational activities at their units in the 2025-2026 school year, to be implemented before August 20.

At the same time, principals of general education institutions, including non-public general schools, must have plans to ensure full support for textbooks for policy-based students (poor or near-poor households) and students in difficult circumstances.

Educational institutions ensure adequate textbook support for students from disadvantaged backgrounds.

The Department of Education and Training also requires units to immediately inform the Department, specifically the General Education Department, as soon as there are cases where parents and students have difficulty buying textbooks. Make a list of students from poor households who have not received textbook support to synthesize and research support plans.

According to the Department of Education and Training of Ho Chi Minh City, educational institutions must purchase sufficient textbooks according to the list approved by the Ministry of Education and Training for libraries. Organize and mobilize all social forces to donate textbooks to students in difficult circumstances; mobilize students to donate used textbooks (in good condition) to libraries for students to borrow and use, ensuring that 100% of students have enough textbooks.
