Ho Chi Minh City People's Committee issued Plan No. 120/KH-UBND to implement Resolution No. 214/NQ-CP dated July 23, 2025 of the Government on promoting data creation to serve comprehensive digital transformation (DT) in the city.

Ho Chi Minh City sets the goal of building and deploying a synchronous system architecture and a shared platform in state agencies, from the city to the People's Committees of wards, communes, and special zones, ensuring connection, communication, and seamless and continuous data sharing, contributing to promoting the creation, management, and exploitation of data serving digital transformation.

Strive for 100% of specialized databases to continue to be built, supplemented and standardized comprehensively according to common standards, contributing to serving the management of sectors and fields; ensuring connection, interconnection and data sharing. Improve the quality of online public service provision, effectively serve the direction, operation and reform of administrative procedures (TTHC) based on data, meet the practical needs of people and businesses in the city; share data to serve unified and effective direction and operation.

Ho Chi Minh City will attach responsibility to the heads of departments, branches, sectors, People's Committees of wards, communes, and special zones with the progress, quality, and results of implementation; measure and evaluate the effectiveness of the implementation of tasks of building, developing, protecting, administering, managing, and using data in the entire political system; absolutely ensure information security and network security throughout the process of organizing, deploying, and putting into operation the city's databases.

According to the plan, in October, the Department of Science and Technology (KH-CN) will issue the City Digital Architecture Framework; in December, it will complete updating the Regulations on connecting and sharing city data; review the List of shared databases and the city's open data catalog.

In October, Ho Chi Minh City Police will issue a Decision to update Regulation 03/2018/QD-UBND dated January 24, 2018 on ensuring safety and security in the field of information technology in the operations of state agencies in the area.

Regarding data, Ho Chi Minh City has set out goals and solutions for October. Relevant units will review and evaluate the current status of implementation, exploitation and use of specialized databases within their management scope; build, update, complete and standardize specialized database systems within their management scope; coordinate with ministries, branches and specialized agencies to review, complete and standardize the city's databases on digital platforms, shared and unified information systems of the Central Government, etc.
