According to initial information, at around 6:30 p.m. the same day, the dike in the above-mentioned area broke a few meters wide, and river water quickly flooded inside at a strong speed, leaving many households unable to react. The water level rose from 0.5 to more than 1 meter, and many properties and household items were flooded and damaged.
Immediately after the incident, functional forces including civil defense, militia, local police and residents were urgently mobilized to plant cajuput piles and stack sandbags to reinforce the broken dike section. The recovery work encountered many difficulties due to strong water flow and darkness.
Along To Ngoc Van Street, dozens of households living near the dike hurriedly moved their belongings to higher ground, looking for a safe place. “The water rose so fast, as soon as the dike broke, it flooded in like a waterfall. My family is used to placing things high, but this time it was stronger and higher than previous times. Now I just hope the authorities can reinforce it in time,” said local resident Tran Van Tam.
As of 8 p.m. the same day, authorities were still urgently welding the dike and operating high-capacity pumps to drain water from residential areas. Local authorities have issued warnings, advising people not to move through deeply flooded areas and the dike section is being reinforced to ensure safety.
The dike breach incident occurred in the context of high tides in Ho Chi Minh City exceeding alarm level III, reaching the highest level in many years; combined with heavy rains, many inner-city roads were submerged in water, posing potential risks to traffic safety and property damage.
