HCMC: 7 solutions to relocate all houses on and along canals

According to the draft project, in the period of 2021-2025, Ho Chi Minh City sets a target of compensating and relocating 6,500 houses on and along rivers, canals and ditches. To date, the city has compensated and relocated 1,447 houses. According to the current capital arrangement plan, by the end of 2025, it is expected to compensate and relocate 5,378 houses out of 6,500 houses, reaching 82.7% of the set target. By the period of 2025-2030, the city will basically relocate and resettle all people living on and along rivers, canals and ditches; clear the flow, improve environmental sanitation, carry out urban beautification, exploit land funds along rivers, canals and ditches for economic development.

To achieve the set goals, the Project proposes 7 solutions, specifically:

Focus on medium-term public investment capital for the period 2026-2030 to implement the relocation work. Develop policy mechanisms to mobilize all resources and economic sectors to participate, encourage public-private partnerships (PPP) in the relocation and reorganization of the lives of households living on and along rivers, canals and ditches; carry out urban beautification and urban development.

Develop mechanisms and policies on planning for investment projects in construction of resettlement housing and social housing in the direction of adjusting targets and increasing architectural planning indicators to increase land use value and ensure feasibility in implementing investment and construction projects.

Plan, implement investment in construction, and develop housing funds for resettlement through the construction of new resettlement housing and social housing from state budget sources or the use of social housing invested by enterprises...

Build and deploy the application of beautiful, aesthetic social housing designs with reasonable construction costs, ensuring good construction quality to reduce design costs and shorten the procedures for appraising basic designs, technical construction designs and granting construction permits.

Develop specific projects, programs, and plans to implement solutions to support people in stabilizing their lives after relocation, such as: support for livelihood and employment, financial support and social security, policies to facilitate community integration, policies to ensure legal rights and administrative procedures.

Issue the city's general project on relocation and clearance of houses on and along rivers, canals and ditches to serve as a basis for implementation throughout the city.

Build a comprehensive communication plan, a specialized communication program with focus and key points according to many appropriate communication methods.
