Ho Chi Minh City prepares for Party congresses at all levels: Sticking to the plan, ensuring the roadmap

Establish congress steering committees

In order to effectively implement Directive No. 45-CT/TW of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party and the directions of the Central Organizing Committee, the Standing Committee of the Ho Chi Minh City Party Committee has issued a plan to prepare and organize grassroots Party congresses and congresses of Party committees at higher levels directly at the grassroots level for the 2025-2030 term. According to the plan, the Ho Chi Minh City Party Committee has selected the Party Committees of Sai Gon Ward, Thu Duc Ward and Cu Chi Commune to organize model congresses, expected to be held in the early third quarter of 2025.

Localities are focusing on preparing the stages according to regulations to ensure progress. Specifically, the draft political report of the 1st Congress of Thu Duc Ward Party Committee, term 2025-2030 is being completed. The first term Congress of Thu Duc Ward is expected to choose the theme "Determination to build a clean, strong, comprehensive Party Committee and political system of the ward; closely attached to the people "close to the people, close to the people"; civilized, modern, and affectionate". The draft political report determines that, on the basis of the general planning of Thu Duc City approved by the Prime Minister and the actual situation after the arrangement of administrative units, Thu Duc Ward is oriented to develop a knowledge-based economy and innovation; develop a multi-center urban area and modernize infrastructure; comprehensively develop socio-culture, promote digital transformation and apply science and technology, etc.

Secretary of the Thu Duc City Party Committee Nguyen Huu Hiep said that the Thu Duc City Party Committee oriented all activities to be carried out in parallel with the arrangement of the administrative apparatus to ensure progress. The Standing Committee of the Thu Duc City Party Committee determined that it was necessary to prepare not only for the Thu Duc Ward Party Congress but also for the Party Congresses of other wards. Therefore, Thu Duc City established 9 working groups, led by members of the Standing Committee of the Thu Duc City Party Committee. The groups were responsible for directing the merger of wards according to the orientation (from 34 wards to 12 wards); grasping the situation of the staff and civil servants in the area; directing the contents and tasks of preparing for the Party Congress immediately after the arrangement.

District 1 is also preparing steps to organize a model congress at the Saigon Ward Party Committee. According to the Standing Deputy Secretary of the District 1 Party Committee, Hoang Thi To Nga, District 1 has submitted personnel plans as well as plans to establish 4 working groups to directly direct the preparation of the Party Congress in association with each new ward, including Saigon Ward. The groups are headed by the Standing Committee of the District Party Committee or members of the Standing Committee of the District Party Committee. As soon as the personnel plan is approved, the groups will be introduced and implement the preparation contents.

In particular, it will guide the development of the congress's theme and motto; complete the drafting of the detailed outline of the political report. The groups will also guide the preparation of contents related to headquarters, facilities, working equipment for cadres, civil servants and other related contents. This is to ensure that the new wards, when established, will operate smoothly and stably.

Be proactive to ensure the route

Currently, some Party Committees at higher levels directly under the Ho Chi Minh City Party Committee have made initial preparations to organize the congress for the 2025-2030 term. Recently, the Party Committee of the Ho Chi Minh City Party Committee's agencies held a conference to disseminate the preparation and organization of the congresses of Party Committees, grassroots Party cells and Party Committees of departments for the 2025-2030 term. Deputy Secretary of the Ho Chi Minh City Party Committee of the Party Committee of the Ho Chi Minh City Party Committee Le Thi Hong Nga noted the contents that need to be focused on and required to closely follow the steps of drafting documents and reviewing personnel in accordance with the procedures directed by the Central Committee and the Ho Chi Minh City Party Committee. The Ho Chi Minh City Party Committee of the Party Committee of the Party Committee of the Ho Chi Minh City Party Committee will also soon establish working groups to proactively prepare the steps and contents of the congress.

Previously, the Party Committee of the Ho Chi Minh City People's Committee issued a plan to prepare and organize the 1st Congress of the Ho Chi Minh City People's Committee Party Committee for the 2025-2030 term. The plan clearly stated that in May 2025, the draft direction, goals, tasks, and solutions for the 2025-2030 term must be announced to key officials of the Party Committee and grassroots Party committees to collect opinions on the direction, goals, tasks, and solutions for the 2025-2030 term of the Ho Chi Minh City People's Committee Party Committee; in June 2025, the synthesis of opinions on documents, document revisions, and reports to the Standing Committee of the Ho Chi Minh City Party Committee for comments will be completed. The 1st Congress of the Ho Chi Minh City People's Committee Party Committee for the 2025-2030 term is expected to be held in July 2025.

To ensure the roadmap for organizing grassroots Party congresses, towards the 1st Congress of the Ho Chi Minh City People's Committee Party Committee, the Ho Chi Minh City People's Committee Party Committee has established a Steering Committee and 11 working groups to monitor and direct grassroots congresses for the 2025-2030 term.
