Ho Chi Minh City, Dong Nai and Tay Ninh agree on plan to implement Ring Road 4

On the afternoon of September 23, the Department of Construction of Ho Chi Minh City announced that the People's Committees of Ho Chi Minh City, Dong Nai and Tay Ninh have just agreed on a plan to coordinate the implementation of the investment project to build Ho Chi Minh City's Ring Road 4, an important infrastructure project of inter-regional significance.

The project is implemented on the basis of Resolution 220/2025/QH15 of the National Assembly and directive documents of the Government. Ho Chi Minh City is assigned as the focal agency, responsible for overall coordination; each locality is in charge of component projects passing through the area. It is expected that localities will basically hand over the site in 2026.

Component projects implemented under the form of public investment will start construction from February 2026 and be completed in the first quarter of 2028. For component projects under the form of public-private partnership (PPP), investors will be selected in the first half of 2026, construction will start in September 2026 and be completed and put into operation in 2028. The entire project is expected to be finalized and handed over in 2029.
