On May 12, the Traffic Police Department (PC08), Ho Chi Minh City Police Department announced that the Ministry of Public Security chose Ho Chi Minh City to pilot the electronic ownership transfer transaction for vehicle registration on the Ministry of Public Security's Public Service Portal.
This is to facilitate people to transfer vehicle ownership in the electronic environment (through VNeID accounts); helping organizations and individuals reduce notarized vehicle transfer contracts.

The pilot will take place from May 1 to May 31. Transactions will be conducted online through the VNeID level 2 electronic identification account. At the same time, the electronic ownership transfer transaction for vehicle registration will be received on the Ministry of Public Security's Public Service Portal in 4 steps.
Step 1: The vehicle owner (seller) logs into the Ministry of Public Security's Public Service Portal with a level 2 VNeID account, selects the vehicle ownership transfer utility to declare vehicle ownership transfer information in the vehicle repossession procedure (vehicle information, seller's co-ownership information (if any), vehicle buyer information).
Vehicle specifications and personal information of the individual involved will be provided. If correct, move to the next step.
Step 2: The Public Service Portal sends confirmation information to the VNeID of the seller, co-owner (if any), and buyer for the relevant individuals to confirm the transaction. In case more than 30 days have passed since the Public Service Portal sent the transaction requesting confirmation but one of the relevant individuals does not confirm, VNeID will notify the cancellation of the application sent to the Public Service Portal.
Step 3: The public service portal sends information to people to carry out the recall procedure; sends information to the vehicle registration system to carry out the recall process and the electronic tax system to collect registration fees.
Step 4: The buyer pays the registration fee at the tax office, declares information and carries out the vehicle registration transfer procedure (the data generated during the process of revocation and payment of registration fee is reused, people do not have to provide existing data again). The vehicle registration system sends the results to the Public Service Portal to notify the buyer that the vehicle registration transfer procedure has been completed.

Vehicle owner (seller), co-owner, buyer must have permanent residence in Ho Chi Minh City and must meet the following conditions:
- Applicable to cases where the vehicle owner (seller), co-owner, and individual buyer all have a level 2 VNeID account and have a permanent address in Ho Chi Minh City.
- The main owner (the person whose name is on the vehicle registration certificate) cannot declare the transaction of transferring ownership of the electronic vehicle.
- The vehicle owner (seller) and the buyer must both authenticate; in case the vehicle owner (seller) is married, it must be authenticated with the VNeID of both husband and wife (based on Clause 2, Article 25 of the 2014 Law on Marriage and Family) on the interactive electronic form (e-Form).
- Citizens proactively contact the Commune, Ward, and Town Police for instructions on installing level 2 electronic identification and fully updating their marital status in the National Population Database, especially newly married or divorced citizens, ensuring that personal information data is "correct, complete, clean, and alive".
Ho Chi Minh City Traffic Police encourage people to actively approach this transaction method to save time and costs; and limit procedures in the process of transferring vehicle ownership.
