Avoid negative and exploitative policies in social housing development

That was the direction of Prime Minister Pham Minh Chinh at the online conference of the Central Steering Committee on housing policy and real estate market development, which took place on the morning of November 11. Recently, the Government and the Prime Minister have paid attention to and directed the drastic implementation of many synchronous solutions to remove difficulties, promptly promote investment projects, increase the supply of housing and real estate products in all segments, especially social housing. On that basis, the real estate market has basically stabilized, the supply of real estate has improved, investors' confidence has returned, many social housing projects have been licensed, started and completed, contributing to solving the housing needs of the people.

Up to now, the whole country has 3,297 housing and urban area projects with a scale of 5.9 million units, total investment of 7.42 trillion VND; 218 tourism and resort projects with a scale of 10.8 thousand units, total investment of 1.86 trillion VND; 223 commercial, service and office projects, total investment of 544.3 trillion VND; 447 industrial parks have been established with a total industrial land area of ​​about 93 thousand hectares.

The conference was connected online to local bridges across the country.

In recent years, the prices of apartments, townhouses, villas and land (for people to build houses) have increased rapidly; the average increase is about 10-15% per year, with some periods increasing up to 30%; the increase in housing and land prices is much higher than the increase in average income, making it more difficult for people to access housing and land.

The implementation of the Project of 1 million social housing units nationwide has had many positive changes. Up to now, the whole country has 696 social housing projects being implemented with a scale of 637,048 units. The whole country is investing in the construction of 123,057 units; of which, in the first 10 months of 2025, 82 new projects with a scale of 89,888 units were started. 61,893/100,275 units have been completed (reaching 62%), it is expected that by the end of 2025, 29,692 units will be completed (total of 91,585/100,275 units, reaching 91%).

In Ca Mau province alone, from the beginning of 2025 until now, 03 projects with a total of 2,282 social housing units have been started; of which, about 610 units have been implemented.

At the conference, delegates focused on assessing the difficulties and obstacles related to the arrangement of clean land funds; the slow procedures for investment in the construction of social housing projects... affecting the implementation of housing policies, especially social housing. Thereby, it was proposed to strengthen post-inspection, simplify the dossiers confirming beneficiaries, and implement many solutions to stabilize housing and land prices to make it easier for people to access housing and land.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized: The goal of the Party and State is to achieve social progress and equity, constantly improve people's lives; not sacrifice social progress and equity, not sacrifice social security to pursue mere growth; ensure citizens' right to housing; in which, housing development is an important pillar of social security policy as well as promoting socio-economic development.

Prime Minister Pham Minh Chinh requested ministries, branches, localities and enterprises to adhere to the spirit of developing transparent, safe, sustainable and long-term social housing; avoid negativity and profiteering, and ensure that beneficiaries can access housing and land in the fastest, easiest, cheapest and most convenient way, without wasting time and money.

To continue to remove difficulties in procedures and processes in developing social housing and the real estate market, achieving the goal of completing the plan from now until the end of 2025, Prime Minister Pham Minh Chinh requested ministries, branches, localities, enterprises and investors to proactively promote the implementation of tasks on social housing and the real estate market. On the basis of reducing pre-inspection and increasing post-inspection, relevant agencies and entities quickly resolve the confirmation of beneficiaries of social housing policies. Review and simplify declaration forms and procedures for registering to buy and rent social housing; encourage digital transformation methods and online submission of documents for beneficiaries.

Prime Minister Pham Minh Chinh called on relevant entities to promote national spirit and compatriotism, effectively implementing social housing policies. Agencies and units should demonstrate their sense of responsibility to the Party, the State and the People in performing their assigned tasks; enterprises with clean land funds should coordinate with local authorities to actively invest in social housing, ensuring necessary infrastructure, aiming for a noble and humane goal, for the common development of society, leaving no one behind.
