The Mobile Propaganda Festival is an activity held every two years. It is a campaign to widely propagate the Party's guidelines and policies, the State's laws and policies, and the province's political tasks to the people of all ethnic groups in the area; bring culture to the public, especially in the highlands, remote areas, border areas, and ethnic minority areas; encourage the people of all ethnic groups in the province to unite to successfully implement the Congress Resolution, join hands to build Lai Chau to be more and more prosperous and civilized. This festival was attended by nearly 200 actors and propagandists from 8 districts and cities in the province.
The Organizing Committee presented souvenir flags and flowers to the TTLĐ Teams participating in the Festival.
The content of the Festival includes 3 competitions: Displaying and explaining photo exhibitions; Decorating mobile information vehicles and comprehensive propaganda programs ( Information stories (sketches), oral propaganda (with visual propaganda images) , propaganda performances (singing, dancing, music) . With the theme "Eliminate bad customs, build a new cultural lifestyle; use beauty to eliminate ugliness" . At this festival, the Mobile Propaganda Teams proactively built scripts that closely followed the theme, staged and practiced elaborately and thoroughly to bring to the festival outstanding competitions. Many forms of expression were novel, creative, and had rich content to concretize Resolution 15-NQ/TU, dated December 22, 2023 of the Provincial Party Committee on eliminating bad customs, backward customs, and practices, building a civilized lifestyle among the people of all ethnic groups in Lai Chau province for the period 2024 - 2030 associated with the actual situation in the locality; praising the outstanding achievements of the locality associated with the successful implementation of the resolution. Resolutions of Party Committees at all levels, meeting the goals and requirements set forth by the Organizing Committee.

At the end of the Festival, the Organizing Committee awarded 27 prizes including: 03 first prizes; 03 second prizes, 05 third prizes, 09 consolation prizes and 07 secondary prizes to the winning groups and individuals in the competitions.

The 10th Lai Chau Province Mobile Propaganda Festival in 2024 has realistically assessed the effectiveness of propaganda activities and the capacity of grassroots propagandists. From there, there is a plan to train and foster the standardization of qualifications, capacity and skills for the propaganda team, improving the effectiveness of local propaganda teams; at the same time, it is an opportunity for local propagandists to exchange, learn, share experiences, and find effective propaganda methods to contribute to bringing the Party's guidelines and policies, and the State's policies and laws into life.
At the Festival, the Organizing Committee handed over the flag to host the 11th Lai Chau Province Mobile Propaganda Festival in 2026 in Tam Duong District to the People's Committee of Tam Duong District.
