Government action, business breakthrough
With determination to organize and implement together with inter-sectoral coordination, Hue's digital transformation journey has entered life through specific platforms. Up to now, Hue City is gradually affirming its role as a bright spot in implementing Resolution 57 of the
Politburo on developing science and technology, innovation and national digital transformation. Not only limited to the public apparatus, digital transformation has been expanded to the enterprise sector, which is identified as the center of the innovation ecosystem.
Speaking at the announcement ceremony of two digital platforms (NTS) for businesses last May, Mr. Phan Quy Phuong, Vice Chairman of
Hue City People's Committee emphasized: "Supporting businesses to access digital transformation tools to improve their adaptability and competitiveness has always been identified by the city as one of the top priorities. These two NTS are not only technological products, but also products of the government's commitment to accompany businesses."
The NTSs were not formed from a single decision, but were the result of a multi-sectoral coordination process, systematically implemented according to an established roadmap. Hue City did not stop at the initiating role, but organized and operated with a "focused, in-depth" mindset.
It is worth noting that the platforms are not intended to “show off technology”, but to solve practical problems: lack of policy access channels, limited internal digital tools, and lack of information transparency. It is the shift in thinking from management to service, from policy issuance to companionship and operation that creates a breakthrough in the way the government creates a digital environment for the private
economy .
From a common platform, applications are designed to be “tailored” to each target group. Hue City Business Association is the first unit to apply the “Digital Working” platform in internal operations, a significant step forward in governance culture, increasing efficiency, reducing manual errors, and connecting members with management agencies.
According to the Department of Science and Technology (KH&CN) of Hue City, with many useful functions, NTS for Enterprises on the Hue-S application is expected to be a reliable companion channel of the business community, meeting the needs of experiencing digital utilities anytime, anywhere of enterprises in the process of digital transformation of business operations and management in the whole city.
These efforts have contributed to concretizing the spirit of Resolution 68-NQ/TW on private economic development. Designing digital transformation tools for enterprises from policy access, improving management capacity to improving productivity is a practical action towards the goal of developing the private sector into an important driving force of the local economy.
Digital strategy for private economy
The two new NTS are not simply technical applications, but the “soft infrastructure” of smart cities and digital enterprises. Enterprises do not need to go to many places or look up many portals, everything is gathered on a single platform.
Mr. Nguyen Xuan Son, Director of the Department of Science and Technology of Hue City, said that small and medium enterprises should start the digital transformation process from basic criteria such as: building a digital presence, using electronic invoices, and managing customer data. To provide practical support, it is necessary to promote practical training programs and provide digital transformation plan templates for each industry. In addition, the Director of the Department of Science and Technology of Hue City also proposed developing an online assessment tool on the Hue-S platform, helping enterprises self-score their digital transformation level and receive appropriate recommendations for improvement.
In particular, this platform is part of the Hue-S development strategy, the core application of digital government to gradually realize smart cities from the core, serving people and businesses instead of just serving the apparatus. Taking businesses as the center, digital transformation as a tool, and taking actual efficiency as a measure, businesses now become the operating subjects, co-creating the digital environment with the government.
Previously, during a working session with the Department of Information Technology Industry (Ministry of Science and Technology), the Department of Science and Technology of Hue City proposed supporting the connection of local digital technology enterprises with investment promotion and trade promotion programs; at the same time, deploying a pilot model (sandbox) to apply new technology solutions to serve smart cities, digital government and cultural preservation.
The Department also proposed the construction of a concentrated IT Park associated with the Quang Trung Software Park chain and towards the formation of a regional data center and an artificial intelligence center to serve the development strategy of the North Central region. These proposals clearly demonstrate a systematic, long-term vision and are consistent with the practical capacity of the locality.
Hue does not choose a short-term path but gradually builds a sustainable ecosystem where private enterprises are the center of digital transformation. From real products to real actions, Hue City is gradually laying a solid foundation for the private sector to rise up in the digital era, proactively, self-reliantly and comprehensively integrated.
