On the morning of August 22, Hua Phan province coordinated with the People's Committee of Thanh Hoa province to organize a ceremony to award the Labor Medal of the President of the Lao PDR to individuals of Board C of the Ministry of Irrigation (formerly) of Thanh Hoa province.

During the resistance wars to protect the independence of the two nations, the Party Committee, army and people of Thanh Hoa mobilized the highest human and material resources, contributing to support the battlefields of Vietnam and the Lao front. Tens of thousands of cadres, soldiers, experts and volunteers of Thanh Hoa went to join the support, combat support, and help the Lao people in general, and Hua Phan province in particular, in labor and production. Thanh Hoa has provided Hua Phan province with thousands of tons of food and many tools and materials to serve production and combat for its friends. Many works, bridges, roads, factories and enterprises were built on Hua Phan land by the hands and minds of cadres, experts, volunteers and more than 10,000 youth volunteers of Thanh Hoa province. Many support and cooperation programs on agriculture and irrigation of Thanh Hoa help Hua Phan province not only stabilize food security but also gradually improve the lives of the people.

In particular, contributing significantly to the above achievements, the team of cadres, engineers, and workers of Division C, under the Ministry of Water Resources (formerly) of Thanh Hoa province, volunteered to go and enthusiastically participate in the construction of many irrigation, hydroelectric, agricultural, and transportation works, serving the resistance war and supporting the lives of the ethnic people of Hua Phan province. The important contributions and dedications of the comrades have been recognized by the Party, State, and People of the two countries of Vietnam and Laos, and have been awarded many noble awards and titles.

On this occasion, the Standing Vice Chairman of the Provincial People's Committee requested the Party committees, authorities, and mass organizations in the province to strengthen coordination with the Party committees, authorities, agencies, and functional units of Hua Phan province to continue reviewing and completing documents and procedures to propose rewards for comrades with outstanding contributions and achievements during their international missions in Laos. At the same time, pay attention to and support the material and spiritual life of the families of cadres, experts, and volunteers of Thanh Hoa province who are still facing many difficulties, demonstrating the fine moral tradition of "When drinking water, remember its source" of the two peoples of Vietnam and Laos.

Speaking at the ceremony, comrade Phot Ma Pan Nha, Standing Deputy Secretary of the Hua Phan Provincial Party Committee, emphasized: Vietnam - Laos, Thanh Hoa - Hua Phan have a long-standing tradition of solidarity. During the resistance war against invaders, the army and people of Vietnam - Laos always stood shoulder to shoulder in the same trench against the invaders, regaining peace, independence, freedom and happiness for the people. After peace was restored, Hua Phan province always received help and support from Thanh Hoa province in all fields, thereby continuing to foster the special friendship and solidarity and comprehensive cooperation between Vietnam and Laos. In particular, Board C under the Ministry of Irrigation (formerly) of Thanh Hoa province has actively and firmly contributed to the protection and socio-economic development of Hua Phan province. To express gratitude and remember that great contribution, Hua Phan province has proposed the Government of the Lao PDR to award the Labor Medal, Class II and Class III, to comrades who have contributed their efforts and intelligence to the construction and development of Hua Phan province during the resistance war period as well as the period of national construction and development.

At the ceremony, comrade Tham Ma Vong Chit Ma Kon, Deputy Director of the Department of Home Affairs of Hua Phan province, approved the Decree of commendation and awarding of the Labor Medals of the Second and Third Class by the President of the Lao PDR to 15 officials of Department C, Ministry of Irrigation (former) of Thanh Hoa province.
