BHG - On the afternoon of June 11, in Hanoi, the Government Office held a national online conference to implement administrative procedure reform (APR) when rearranging administrative units and implementing the 2-level local government organization model (province and commune). At the conference, the leaders of the Administrative Procedure Control Department introduced new contents in Decree 118, dated June 9, 2025 of the Government on implementing administrative procedures under the one-stop, one-stop mechanism at the one-stop department and on the National Public Service Portal (NDPS). At the same time, instructions were given on updating data, upgrading the provincial-level administrative procedure handling information system, implementing conversion, decentralization of receiving and processing administrative procedures in accordance with the arrangement of the apparatus and changes in administrative boundaries. Notably, the DNPS Portal will become a centralized, single "window" at the national level. From July 1, 2025, the provincial-level public service portal will cease to operate, and from March 1, 2026, the ministry-level public service portal will cease to be maintained.
For Ha Giang province, the Provincial People's Committee has issued a plan to implement the peak campaign "69 days and nights of standardizing administrative procedures", establishing a process for handling electronic administrative procedures before, during and after the implementation of administrative unit arrangement and the implementation of the 2-level local government model. The province has also proactively deployed technical solutions to ensure that the reception and handling of administrative procedures are smooth, effective and uninterrupted during the process of merging and consolidating administrative units with Tuyen Quang province. It is expected that before December 31, 2025, 100% of administrative procedures implemented in the form of non-administrative boundaries and administrative procedures related to enterprises will be announced online.
Through the discussion of the delegates, concluding the conference, Deputy Head of the Government Office Mai Thi Thu Van requested ministries, branches and localities to continue promoting administrative reform associated with the arrangement of administrative units; seriously implementing Decree 118 and Resolution 66 of the Government. At the same time, implementing synchronously and drastically, ensuring that the process of arranging administrative units, implementing the 2-level local government model does not disrupt the rights of people and businesses; promoting the role of the National Public Service Portal as a focal point for providing modern and unified public administrative services, contributing to building a serving, transparent and effective administration.
