- On the afternoon of September 5, 2024, in Hanoi , Deputy Prime Minister Tran Hong Ha chaired a meeting to direct the implementation of response work to storm No. 3 (YAGI). The conference was held in person and online to 28 provinces and cities in the Northern and North Central regions.
Attending the conference at Lang Son bridge point were comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee and leaders of a number of departments and branches.

On the morning of September 3, storm YAGI entered the northeastern sea area of the North East Sea with a level 8 intensity, gusting to level 11.
On the morning of September 5, storm No. 3 continued to strengthen to level 16 (super typhoon level). At 1:00 p.m. on September 5, the center of the super typhoon was located at about 19.2 degrees North latitude; 115.2 degrees East longitude, in the northern sea area of the North East Sea, about 460 km east of Hainan Island (China).
The strongest wind near the center of the super typhoon is level 16 (184-201 km/h), gusting over level 17, moving west, at a speed of about 10 km/h. The storm is forecast to continue moving west at a speed of 10-15 km/h; continuing to maintain a very strong intensity of level 16, gusting over level 17 in the sea area east of Hainan Island. Around the evening of September 7, the storm will make landfall in the North (from Quang Ninh to Ninh Binh) at a strength of level 9-12, gusting over level 13-14.
From the night of September 6 to 9, the provinces and cities of Quang Ninh, Hai Phong, Lang Son, Ha Giang, Phu Tho, Hoa Binh, the Northern Delta and Thanh Hoa will have rain from 150 to 350 mm, with some places having over 500 mm.
Faced with the complex developments of the very strong storm, the Prime Minister issued two telegrams directing the urgent response to storm No. 3 and the floods following the storm.
At the meeting, representatives of a number of ministries, branches and localities focused on discussing specific solutions such as: strengthening inspection of response preparation work; organizing on-duty shifts, monitoring storm and flood developments; calling on ships and boats to evacuate to safe shelters; proactively taking measures to ensure the safety of lakes, dams, agricultural production, aquaculture and seafood...
Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested: Relevant agencies and units need to continue to do a good job of forecasting, increase forecast frequency, closely coordinate and exchange information with meteorological forecasting agencies of other countries; media agencies should increase information on storm developments so that people can promptly grasp. All levels and sectors need to proactively develop plans to both prevent and combat storms and respond to storm circulations such as rain, floods, and inundation; regularly update flash flood maps in vulnerable and dangerous areas to have timely preventive and remedial measures...

Immediately after the online meeting, Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee, requested relevant levels and sectors to focus on implementing measures to respond to storm No. 3 according to the direction of the Central Government and the province; prepare means, machinery, and human resources to respond to storms as well as floods after the storm; organize on-site inspections of prevention and control work to promptly have effective response measures.
According to information from Lang Son Hydrometeorological Station, from the morning of September 7, the province is forecast to have strong winds of level 5, level 6, gusting to level 8. From the night of September 6 to the morning of September 9, places in the province are likely to experience heavy to very heavy rain and thunderstorms with rainfall from 150-300 mm/period, some places over 400 mm/period, with a high risk of flooding, flash floods, and landslides. In response, the Chairman of the Provincial People's Committee issued a telegram on proactively responding to storm No. 3. Currently, the Provincial People's Committee continues to focus on directing all levels and sectors to proactively closely monitor the developments of storm No. 3, deploy response work according to the "4 on-site" motto, not to be passive or surprised to ensure safety of life and minimize property damage for people. |
