Quang Ninh has a large and long area with a diverse traffic system, requiring the traffic police force to overcome difficulties, effectively utilize technical equipment, grasp the area, ensure smooth and safe traffic, and effectively serve the development process of the province. On the occasion of the Party Congress of the Traffic Police Department, Provincial Police, reporters from the Provincial Media Center interviewed Lieutenant Colonel Nguyen Thanh Hung, Party Secretary, Head of the Traffic Police Department, Provincial Police about the results in the past term, as well as the direction and tasks in the next term of the unit.

- In the past term, the Traffic Police Department Party Committee has successfully carried out its political tasks, contributing to the socio-economic development of the province. Could you please review some of the outstanding results that bear the unit's mark?

+ In the 2020-2025 term, under the attention and close direction of the Party Committee, the Director of the Provincial Police, local Party committees and authorities, and the close coordination of the Provincial Police's professional departments, the support and assistance of the people, the Traffic Police Department Party Committee has successfully carried out the assigned political tasks.

Notably, advising the superior Party Committee to strengthen leadership and direction of the work of ensuring public order and safety in a methodical, accurate, timely, focused and key manner, has been recognized and highly appreciated by the superiors. Comprehensively innovating the work of the police in performing the task of ensuring public order and safety, especially traffic safety, has contributed to building a society of order, discipline, security, safety and health. Focusing on directing the drastic and effective implementation of patrolling, controlling and handling violations of traffic safety, strictly handling violations that are the direct causes of traffic accidents in the spirit of "no forbidden zones, no exceptions", "no days off", "through the night, through Tet".

From 2020 to present, the traffic police force on the road has detected and handled nearly 500,000 cases, fined over 518 billion VND, revoked over 52,000 driving licenses, and detained over 25,000 vehicles; on the railway, it has detected and handled 598 violations, fined 91.8 million VND; on the waterway, it has handled more than 1,200 cases, fined over 4.5 billion VND. The actively implemented measures have contributed to deterrence in law enforcement, changing people's awareness and sense of traffic participation.

- What lessons has the Traffic Police Department Party Committee learned, Colonel?

+ The Traffic Police Department Party Committee must be a collective of solidarity and high unity in carrying out political tasks; work according to programs, plans and regulations, and assign specific tasks. Creatively and flexibly apply the Party's policies and guidelines, deploy resolutions, plans, and implementation programs that are close to the practical situation and political tasks of the unit; promote the effectiveness of mass organizations in the Party Committee.

Along with that, promote the vanguard, exemplary, daring to think, daring to do, daring to take responsibility of cadres and party members; trust and assign specific tasks to each cadre and party member; closely link the Party's leadership role with professional work, especially force building and cadre work.

- Along with the whole country, from March 1, 2025, the Provincial Police will implement a system without organizing district-level police. From the unit's practice, can you share the initial results in implementing this policy?

+ The Party Committee and leaders of the Traffic Police Department have seriously disseminated the policies of the Politburo , the Secretariat, the Central Public Security Party Committee, and the directions of the Provincial Public Security Party Committee and leaders on the implementation of the new organizational model to 100% of party members, officers and soldiers in the unit to know and seriously implement.

After arranging according to the policy of the superiors, the Party Committee and leaders of the Traffic Police Department assigned specific tasks to each comrade leader of the department to directly direct and be in charge of the commune-level areas in the province, regularly inspect and urge the Traffic Police force to perform their duties on the routes and areas. After 3 months of implementing the new model without organizing district-level police, the traffic safety situation in the area was ensured, traffic accidents in the whole province were controlled and reduced in all 3 criteria of number of cases, number of deaths and number of injuries compared to the same period and the previous period.

- Quang Ninh is facing new opportunities and fortunes in the era of national growth. Could you tell us about the direction, tasks and goals set for the 2025-2030 term of the unit?

+ It is forecasted that in the coming time, the security and order situation in the area will continue to have complicated developments, posing many new difficulties and challenges to the task of protecting security and order and traffic safety. Therefore, the traffic police force is increasingly facing higher work pressure, requiring more courage, discipline, eliteness and modernity.

From the above assessment, the Traffic Police Department Party Committee determined to effectively innovate leadership methods, improve the capacity and fighting strength of the Party organization, ensure the comprehensive leadership of the Party in organizing the successful implementation of the Resolution of the Party Congress for the 2025-2030 term; improve the quality of the Party members and cadres to be able to successfully complete the targets set out in the Congress resolution.

Uphold the principle of democratic centralism; strengthen the management of party members; promote the sense of self-criticism and criticism, strive to build a truly united, clean, strong and comprehensive party organization, and excellently complete its tasks. Effectively implement the model of "4-good Party Cell", "4-good Grassroots Party Organization". Effectively implement the directives and resolutions of the Party, programs and plans of the Ministry and the Provincial Police on ensuring traffic safety.

Building a united and unified Party organization, creating new determination and new momentum to enter a new era; performing well the function of advising and directing all aspects of traffic safety work, contributing to maintaining security and order; innovating and improving the quality of patrolling, controlling, handling violations, applying science and technology to professional work; fighting and preventing crimes on traffic routes; effectively implementing the registration and management of road motor vehicles, testing and granting driving licenses... to achieve the highest goal of sustainably reducing traffic accidents, ensuring absolute safety for key targets, projects, international delegations, Party and State leaders visiting, and political events taking place in the area.
