Implementing the Notice of Conclusion of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation

On October 10, 2025, the Chairman of the Provincial People's Committee issued Official Dispatch 05676/UBND-KGVX requesting departments, branches and localities to implement a number of contents, specifically as follows:

Based on the assigned functions and tasks, organize the synchronous implementation of the directive contents, ensuring compliance with the actual situation and legal regulations in Official Dispatch No. 9521/VPCP-KGVX dated October 4, 2025 of the Government Office on performing the tasks of the leadership of the Central Steering Committee on science and technology development, innovation and digital transformation and the Conclusion Notices No. 45-TB/TGV dated September 30, 2025 and No. 46-TB/TGV dated September 30, 2025 of the Central Party Office - Standing Agency of the Central Steering Committee's Working Group.

In the process of building databases and implementing business processes in the digital environment, units must seriously implement digitalization, ensuring "substance - efficiency - synchronization - avoiding formality", while complying with the data principle of "correct, sufficient, clean, alive, unified, shared". Data must be reusable, effectively serving the direction and operation work, reducing administrative procedures, and increasing transparency in state management.

Proactively arrange specialized human resources for information technology and digital transformation, effectively promote the movement of "digital literacy" and community digital technology groups. Ensuring network safety and security is identified as a mandatory requirement in the entire digital transformation process; agencies and units must urgently review and submit for approval the information security level for operating systems.

The Department of Science and Technology shall preside over and coordinate with relevant units to advise on the development of a pilot plan to integrate artificial intelligence (AI) technology in a number of key sectors and fields of the province; organize digital skills training for officials, civil servants, public employees and people, ensuring effectiveness and avoiding formality. At the same time, review projects, plans, and budget estimates to implement tasks according to Resolution No. 57-NQ/TW of the Central Committee and Plan No. 02-KH/BCĐTW of the Steering Committee, and send them to the Ministry of Science and Technology and the Ministry of Finance for synthesis.

The Provincial People's Committee Office (Public Administration Service Center) is the unit assigned to coordinate with localities to review and supplement technical infrastructure, equipment and human resources, ensuring operating conditions for the Commune-level Public Administration Service Center according to Decree 118/2025/ND-CP, to be completed before October 13, 2025.

The synchronous implementation of these tasks demonstrates the high political determination of Ca Mau province in implementing the Party and Government's policies on science and technology development, innovation and digital transformation, towards building a digital government - digital economy - digital society, serving people and businesses better.
