Ho Chi Minh City National University has just completed the "Project to reorganize and streamline the internal apparatus of Ho Chi Minh City National University" in the spirit of Resolution No. 18-NQ/TW and Resolution No. 19-NQ/TW on innovation, reorganization of the apparatus, innovation of the organization and management system, improvement of the quality and efficiency of operations of public service units.
In the period of 2025-2030, Ho Chi Minh City National University will continue to reorganize and streamline the apparatus, meeting 3 requirements: Reducing management units to ensure streamlined, effective and efficient operations; Increasing the number of financially autonomous units to ensure reduced dependence on the state budget, reducing the number of people receiving salaries from the budget; Ensuring that training, scientific research and community service activities of Ho Chi Minh City National University are stable, continuous and achieve the highest efficiency.
In the next 5 years, some of the main results of the project include: Reducing 36% of management units within Ho Chi Minh City National University; Increasing the number of financially autonomous units from 66% to 92%; Reducing the number of employees receiving state budget salaries to 8%.
The project also assigns heads of financially autonomous units to take the lead in developing a plan to streamline management units. Specifically, for financially autonomous member universities, the reduction will be from 15-35%; for financially autonomous affiliated units, the reduction will be from 10-20%.
Merging and consolidating many internal units
Previously, in the 2018-2024 period, Ho Chi Minh City National University proactively arranged and streamlined its apparatus, increasing the number of financially autonomous units.
For affiliated units, merge the French University Center into the International Training Institute; Merge the English Testing Center into the Testing and Training Quality Assessment Center; Merge the Center for Water Management and Climate Change into the Institute of Environment and Resources.
Ho Chi Minh City National University has also merged 3 units including: International Training Institute, Pre-doctoral Training Center and University Management Institute into the Institute of Management Training and Research (later renamed the Institute for Leadership Development of Ho Chi Minh City National University). In addition, the John von Neumann Institute was transferred to the University of Natural Sciences for management.
For functional departments, merge the University Training Department and the Postgraduate Department into the Training Department; merge the Emulation and Reward Department into the Personnel Organization Department.
As of December 2024, Ho Chi Minh City National University has 66% of financially autonomous units including 7 member universities and 17 affiliated units. At the same time, Ho Chi Minh City National University has 1,154 people receiving salaries from the state budget out of 6,400 civil servants and employees working, accounting for 18%.
With a scale of approximately 100,000 students and more than 6,400 lecturers, the implementation of streamlining focal points, increasing the number of financially autonomous units and reducing the number of people receiving salaries from the budget that Ho Chi Minh City National University has implemented in the recent past has exceeded the target compared to the requirements of Resolution No. 18.
Previously, in the Government's plan to reorganize and streamline the apparatus, two national universities ( Hanoi National University and Ho Chi Minh City National University) were proposed to be transferred to the Ministry of Education and Training for management. The two national universities are proactively reviewing, reorganizing, and streamlining their affiliated units to address existing problems, shortcomings, and limitations, focusing on development goals and missions. In particular, the Director of Ho Chi Minh City National University said that the university will terminate the operations of ineffective units and focal points; merge and supplement functions and tasks of departments and units with overlapping and overlapping functions.
