Assessing the report on the results of the implementation of the socio -economic development plan for 2023 and the expected socio-economic development plan for 2024, Minister Nguyen Van Hung said that he highly agreed with the Government's report and the thematic reports presented by Government members at the opening session of the 6th session of the 15th National Assembly.

The Minister commented that in 2023, the domestic and international situation will face many difficulties, the economy will be in crisis after the pandemic and conflicts between some countries. However, the difficulties that Vietnam faces are also common difficulties of many countries and are within the objective law because in reality, our economic openness is high, our economic strength is low and depends on many markets in other countries. Therefore, production has not been as expected, the growth rate has not been as expected as the National Assembly 's Resolution, which is understandable and is also due to the common objective difficulties of the global economy.
According to the Minister, in the face of these difficulties, we have not been discouraged. The Government has shown great determination in its management, has not proposed that the National Assembly adjust the targets, but has made every effort to see how far it has reached the finish line, and from there, has proposed solutions to restore and develop the economy, making society increasingly prosperous and happy. In its direction, the Government has identified difficulties, discovered the causes to seek development opportunities, and found solutions to promote sectors facing difficulties.
Giving convincing evidence of the Government's direction and management in shifting the agricultural sector has helped our country become a bright spot in rice import and export in the world, ensuring both national food security and general food security for the world community, or the shift to developing service industries and developing e-commerce has also clearly demonstrated the Government's flexibility in management and direction to adapt to the new situation.
“Another vivid example is the tourism industry, we are currently on track to meet our targets. When discovering bottlenecks in visas and immigration procedures, the National Assembly and the Government removed them, amended the Law, and created a better legal corridor for us to welcome visitors. In addition, the tourism industry has proactively innovated products, especially concretizing 6 specialized Resolutions on regional economy, focusing on the connection and linkage factors in development. This has promoted faster recovery and development of tourism,” said the Minister.

At the same time, it is said that in the first 9 months of 2023, we have welcomed over 9 million international visitors. Currently, the tourism industry has adjusted the target to strive to welcome 12-13 million international visitors in 2023. We have also changed direction, not only relying on traditional tourist markets but also calculating potential markets and approaching large markets with high spending levels. In addition, focusing on renewing tourism products such as: Da Nang, Phu Quoc organize services for billionaires, millionaires or attach cultural elements to tourism products; increase the experience for tourists in tourism products...
Regarding society, based on the results of the first 9 months, it is estimated that in 2023, at least 10/15 targets will be achieved and exceeded, notably all social targets, demonstrating the good nature of our regime with the goal of all for the people. The assessment of General Secretary Nguyen Phu Trong and the Government's report also clearly mentioned that despite difficult conditions, the cultural and social fields have made remarkable progress.
According to the Minister, in recent times, the field of Culture has received more attention and care. We have begun to have changes in awareness to gradually move to actions that put culture on par with politics and economics to have a perspective in investment, in development and preserving the culture of our nation, preserving its own unique features, promoting the advanced Vietnamese culture, imbued with national identity.
In the tradition of building and defending the nation, our ancestors have always considered the task of preserving the “soul” of the nation as important as protecting independence, sovereignty, and territorial integrity. Those thousand-year-old fine traditions of the nation have been inherited, fostered, and become the leadership guidelines of our Party.
“In culture, we have begun to strengthen state management of culture through legal tools, discovering many bottlenecks to submit to the National Assembly for resolution. In the first half of the term, there have been many laws and other documents related to the cultural sector. The Ministry of Culture, Sports and Tourism has also advised the National Assembly Standing Committee to organize national seminars to seek resources and unlock resources for culture, starting from the institution,” the Minister said.
The Minister was pleased to announce the remarkable changes and results in festival management. If in the past, delegates were upset about the problems arising from festival seasons, now with the participation of 63 provinces and cities, the festival organization has become increasingly better, and localities have taken advantage of organizing festivals to promote the image of the land, people, tourism products, and OCOP products.
The Minister also informed that the Party, State, National Assembly, and Government have issued policies and instructions to the Ministry of Culture, Sports, and Tourism to develop a National Target Program on Cultural Development. The Ministry of Culture, Sports, and Tourism has also organized national seminars on this issue. The Minister said that the National Target Program on Culture aims to help localities solve difficulties in funding for the restoration and embellishment of relics and cultural heritages; preserve and promote traditional cultural and artistic forms of the nation such as Tuong, Cheo, Cai Luong, Don Ca Tai Tu... overcome difficulties in facilities and equipment at art educational institutions; strengthen international cooperation on culture to contribute to spreading Vietnamese culture to the world...
“Culture is a difficult and broad field that cannot be done in a day or two. It requires a roadmap. As Uncle Ho once said, for the benefit of ten years, we must plant trees, for the benefit of a hundred years, we must cultivate people. Culture is cultivating people, so it also requires time and tools to measure. If we only look at a few phenomena and think that culture is deteriorating, we often only see the trees and not the forest. Therefore, we hope that delegates will support us,” the Minister expressed.
Speaking at the group discussion session, delegate Duong Khac Mai (National Assembly Delegation of Dak Nong Province) agreed with the opinion of Minister Nguyen Van Hung and said that the Culture sector has achieved many important achievements in recent times. The delegate also hoped that the Ministry of Culture, Sports and Tourism would pay more attention to Dak Nong Province, a remote and culturally disadvantaged locality.
