Chongqing (China) proposes cooperation with Hanoi on urban railway

During the meeting with the leaders of Hanoi People's Committee, Chongqing (China) proposed to accompany Hanoi in railway and urban projects as well as suggested cooperation in other potential fields such as tourism, agriculture and logistics.

On the afternoon of July 16, Member of the Standing Committee of the City Party Committee, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan had a meeting with the delegation of the Chongqing State Assets Supervision and Management Commission (China), led by Mr. Zeng Tinh Hoa, Chairman of the Commission.

Mr. Duong Duc Tuan proposed that Chongqing (China) expand cooperation in designing, investing, and managing urban railways, aiming for 15 metro lines by 2035.

Appreciating the welcome of Hanoi leaders, Mr. Zeng Tinh Hoa said that the visit aimed to deploy cooperation on the urban railway system and Hanoi planning. This activity took place according to the memorandum of understanding signed within the framework of the Hanoi delegation's working trip to Chongqing to attend the Global Monorail Conference in June 2025.

The director of the Chongqing State-owned Assets Supervision and Administration Commission emphasized that urban infrastructure is a field in which Chongqing enterprises and experts have profound experience and capabilities.

Therefore, he proposed to accompany Hanoi in the upcoming railway and urban projects. Mr. Tang Tinh Hoa also suggested cooperation in other potential fields such as tourism, agriculture and logistics.

Agreeing with the proposals, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan affirmed that Hanoi gives high priority to promoting cooperation with Chinese partners. He suggested that the two sides expand cooperation in designing, investing and managing urban railways.

Mr. Duong Duc Tuan stated that Hanoi's goal is to basically complete 15 metro lines by 2035. At the same time, the city will study and develop a monorail for the urban area on both sides of the Red River, similar to the Chongqing urban model on the Yangtze River.

The Vice Chairman of the Hanoi People's Committee said that important legal bases have been completed. Specifically, the Law on the Capital (amended) has been passed by the National Assembly ; the Capital Planning for the period 2021-2030, with a vision to 2050, and the Adjustment of the Master Plan to 2045, with a vision to 2065 have also been approved by the Prime Minister. This is the foundation for foreign investors and partners to seek cooperation opportunities.

Mr. Duong Duc Tuan affirmed that the Hanoi government will create all necessary conditions for the two sides to promptly implement cooperation plans based on the signed memorandum of understanding, aiming to serve the people's interests and sustainable development.
