Pursuant to Resolution No. 60-NQ/TW dated April 12, 2025, the Party Central Committee approved the basic contents of the following draft documents to be submitted to the 14th National Congress: Political report of the 13th Party Central Committee at the 14th National Congress of the Party; Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Report of the 13th Party Central Committee on summarizing the Party building work and implementing the Party Charter to be submitted to the 14th National Congress of the Party; Report assessing the 5-year implementation of the 10-year Socio-Economic Development Strategy 2021 - 2030; directions and tasks for socio-economic development in the 5-year period 2026-2030.

The Party Central Committee assigned the Politburo to base on the Central Committee's discussion opinions and the Politburo's Report on reception and explanation to direct the 14th Congress Subcommittees to receive and complete the above draft documents to collect opinions from Party Congresses at all levels for the 2025-2030 term according to regulations.

In Resolution No. 60-NQ/TW, the Central Executive Committee proposed the names of provinces, cities and political-administrative centers of 34 provincial-level administrative units. Accordingly, it is expected to merge Bac Ninh province and Bac Giang province, named Bac Ninh province, with the political-administrative center located in the current Bac Giang province.

The Party Central Committee basically agreed on the draft of the Personnel Work Orientation for the 14th Party Central Committee. The Politburo was assigned to base on the Central Committee's discussion opinions and the Politburo's Acceptance and Explanation Report to direct the completion of the Personnel Work Orientation, and continue to report to the Party Central Committee.

The Party Central Committee also gave its opinion on introducing additional personnel for the 14th Party Central Committee so that the Politburo could consider and decide on the planning of the Party Central Committee for the 2026-2031 term according to its authority. Basically, it agreed on the Project on the direction of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Assign the Politburo to base on the Central Committee's discussion opinions and the Politburo's Report on acceptance and explanation to issue the Conclusion on election directions and Directive on leadership of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; direct the National Assembly Party Committee to organize and implement; lead and direct the preparation and successful organization of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

The Party Central Committee basically agreed with the contents proposed by the Politburo and the Project on the plan to merge provincial-level administrative units, not organize the district level, merge the commune level and build a two-level local government organization model; arrange socio-political organizations and mass organizations assigned by the Party and State into the Vietnam Fatherland Front; arrange and streamline the organization of the People's Court and the People's Procuracy; build a system of local party organizations; and advocate amending and supplementing a number of articles of the 2013 Constitution.

The 11th Conference of the 13th Party Central Committee approved a number of specific contents to continue implementing tasks and solutions to improve and enhance the efficiency, effectiveness and efficiency of the organizational apparatus of the political system as follows:

Regarding the organization of the 2-level local government apparatus: Agree to the policy of organizing the 2-level local government: Provincial level (province, centrally-run city), communal level (commune, ward, special zone under province, city); ending the operation of district-level administrative units from July 1, 2025 after the Resolution amending and supplementing a number of articles of the 2013 Constitution and the Law on Organization of Local Government 2025 (amended) takes effect. Agree to the number of provincial-level administrative units after the merger is 34 provinces and cities (28 provinces and 6 centrally-run cities); the name and political-administrative center of the provincial-level administrative units after the arrangement are determined according to the principles stated in the Submission and Project of the Government Party Committee. Agree to merge communal-level administrative units to ensure that the whole country reduces the number of communal-level administrative units by about 60-70% compared to the present.

Regarding the organization of the Vietnam Fatherland Front and socio-political organizations and mass organizations assigned by the Party and the State: Agree on the policy of arranging, streamlining and merging the Vietnam Fatherland Front, socio-political organizations and mass organizations assigned by the Party and the State at the central, provincial and communal levels as per the Report and Project of the Party Committee of the Vietnam Fatherland Front and Central organizations; the arrangement and streamlining of the organizational apparatus must ensure close proximity to the grassroots and local areas, taking care of the legitimate and legal rights and interests of the people and union members of their organizations. Agree on the policy of ending the activities of civil servant unions and armed forces unions; reduce the level of union dues contributed by union members.

Regarding the organizational system of People's Courts and People's Procuracies at all levels: Agree on the policy of rearranging and streamlining the apparatus of People's Courts and People's Procuracies; the organizational system of People's Courts and People's Procuracies has 3 levels: People's Courts and Supreme People's Procuracies, provincial level, and regional level. End the activities of People's Courts, High-level People's Procuracies and People's Courts and People's Procuracies at district level.

Regarding the local party organization system: Agree on the policy of establishing local party organizations corresponding to the provincial and communal administrative systems. End the activities of district-level party committees (districts, towns, cities, districts under provinces, centrally run cities). Establish party organizations corresponding to provincial and communal administrative units in accordance with the Party Charter and regulations of the Central Government.

The Party Central Committee assigned the Politburo, based on the Central Committee's discussion opinions and the Politburo's Report on acceptance and explanation, to direct, complete and issue relevant regulations and instructions to ensure that the local party organization system operates stably and without interruption. The Politburo assigned the Government Party Committee to: Direct the completion of the Project on rearranging and reorganizing administrative units at all levels (including researching, reviewing and completing criteria on rearranging communes, wards and special zones) and building a model of organizing a 2-level local government; direct competent agencies to coordinate with relevant provinces and centrally-run cities to complete the dossier of the Project on rearranging, merging and consolidating administrative units at provincial and communal levels, People's Councils and People's Committees at all levels to submit to the National Assembly and the National Assembly Standing Committee for consideration and decision according to their authority; Urgently lead and direct central authorities to closely coordinate with localities to advise on the completion of legal documents to promptly organize the implementation of the arrangement of administrative units at all levels and organize the activities of two-level local governments in association with promoting decentralization and delegation of power to localities, ensuring sufficient conditions and resources for implementation, enhancing the role of autonomy and self-responsibility of local governments; review the regime, policies, and roadmap for reducing staff, calculating costs, and balancing the budget; ensure unity, synchronization, and close connection with the effective implementation of the policies and resolutions of the Party Central Committee, the Politburo, and the Secretariat of the 13th tenure on the arrangement and streamlining of the apparatus of the political system.

The Party Central Committee held a meeting with the Standing Committees of the provincial Party Committees, city Party Committees, and Party Committees directly under the Central Committee to focus on leadership, direction, and urgently develop a Project under the guidance of competent authorities to reorganize provincial-level administrative units, not organize district-level units, and reorganize commune-level units. In which, based on local criteria and reality, proactively research, develop plans, and report to competent authorities to decide on the implementation of the reorganization, names, and locations of commune headquarters, ensuring that commune-level governments are streamlined, effective, efficient, close to the people, and serve the practical interests of the people in a timely manner, and reduce costs; at the same time, deploy the organization of local government activities at 2 levels according to legal regulations to ensure the correct roadmap and progress, achieving the goal of streamlining, efficiency, effectiveness, and efficiency, associated with the successful organization of Party congresses at all levels towards the 14th National Congress of the Party; Strengthening the prevention and fight against corruption, waste, and negativity in the arrangement of cadres, management, and use of public finance and assets; resolving administrative procedures for people and businesses to ensure no interruptions or disruptions.

The Party Central Committee basically agreed on the content of the amendments and supplements to Regulation No. 232-QD/TW, dated January 20, 2025 of the Party Central Committee on the implementation of the Party Charter; Regulation No. 22-QD/TW, dated July 28, 2021 and Regulation No. 262-QD/TW, dated February 3, 2025 of the Party Central Committee on the inspection, supervision and discipline work of the Party. The Politburo was assigned to direct the reception, completion and promulgation of the Central Committee's discussion opinions based on their authority. Basically agreed on the content of the amendments and supplements to Directive No. 35-CT/TW, dated June 14, 2024 and Conclusion No. 118-KL/TW, dated January 18, 2025 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party. The Politburo is assigned to base on the Central Committee's discussion opinions and the Politburo's reception and explanation report to direct reception, completion and promulgation according to its authority.

The Party Central Committee also agreed on the policy of amending and supplementing the Constitution and laws of the State related to regulations on the Vietnam Fatherland Front, socio-political organizations; regulations on local governments to serve the organization and apparatus of the political system; ensuring completion before June 30, 2025, effective from July 1, 2025; stipulating a transition period to ensure smooth, uninterrupted operations, in accordance with the planned roadmap for arrangement and merger.

The Politburo is assigned to direct the National Assembly Party Committee to lead and direct the National Assembly and the National Assembly Standing Committee to coordinate with relevant agencies to implement the amendment and supplementation of a number of articles of the 2013 Constitution in accordance with regulations; issue Resolutions of the National Assembly and the National Assembly Standing Committee related to the arrangement of administrative units at all levels and the organization of two-level local governments in accordance with schedule, creating a favorable legal basis in the process of arranging the apparatus of the political system and removing difficulties and obstacles, clearing bottlenecks, liberating production capacity, mobilizing all resources for development; the Government Party Committee directs and provides specific guidance on documents, administrative procedures, use of seals, etc. to avoid confusion and waste.

The 11th Conference of the Party Central Committee also approved the Politburo's Report on important tasks that the Politburo has resolved from the 10th Conference to the 11th Conference of the 13th Party Central Committee and a number of key tasks from the 11th Conference to the 12th Conference of the 13th Party Central Committee; Report on institutional improvement work; Report on preparations for the 14th Party Congress; General reports on the situation of the country, on the challenges threatening security and order that have emerged recently, on the world and regional situation and directions and tasks in the coming time; the situation and solutions related to responding to the new US tariff policy. The Party Central Committee has agreed to let comrade Nguyen Van Hieu resign from his position as an alternate member of the 13th Party Central Committee. Disciplinary action has been taken in the form of removing comrade Truong Hoa Binh, former member of the Politburo, former Deputy Secretary of the Government Party Committee, and former Permanent Deputy Prime Minister of the Government, from all positions in the Party.

The Party Central Committee requires Party committees, agencies, units, and organizations, especially leaders, to focus on amending, supplementing, and perfecting institutions, especially regulations on state management, national governance, and social management in the direction of promoting decentralization and delegation of power, clearly defining the functions, tasks, authority, responsibility, and organizational structure of each level, each sector, each agency, unit, organization, and individual; the tasks in the coming period are very heavy and sensitive, but they are also opportunities for all levels, sectors, and localities to select, arrange, and assign cadres. At the press conference, a representative of the Department of Home Affairs of Bac Giang province informed about the plan to rearrange provincial administrative units, Bac Giang was assigned to preside over the arrangement with Bac Ninh province.
