No unreasonable revenue generation
Referring to the implementation of school revenues, which is an issue of concern to society, Mr. Tran Khac Huy, Head of the Department of Financial Planning of the Department of Education and Training, emphasized that schools should carefully study Resolution 04, and must ensure that they collect in accordance with the regulations of the list of 26 revenues, and must not name or add other revenues. There must be estimates and collections in accordance with regulations, full collection, full expenditure, no surplus, and no unreasonable sources of revenue.
Mr. Huy specifically stated that high school principals must be responsible for the school's revenues. Currently, some homeroom teachers often bring up class fund revenues, and principals must grasp the information and properly implement the direction of the Director of the Department of Education and Training regarding the absence of the concept of school fund or class fund.
Regarding the implementation of revenue and expenditure in schools, at the meeting, some high school principals confided that the issue of revenue and expenditure at the beginning of the year is causing heavy pressure on principals, of which the highest pressure is public opinion. This makes some principals have certain confusion, no longer confident when implementing the socializationof education .
The principals also asked the Department of Education and Training to train accountants so that they can advise principals on how to spend money in accordance with regulations. "If any unit makes a mistake or does something wrong, the Department of Education and Training will correct it so that principals can work confidently," said Mr. Nguyen Duy Tuyen, Principal of Nguyen Khuyen High School (District 10).
Regarding the work of organizing cadres, Mr. Tong Phuoc Loc, Head of the Department of Education and Training's Department of Personnel Organization, noted that the Ho Chi Minh City People's Committee has issued a document to rectify the work of cadres and civil servants going on business trips abroad, so schools should carefully study the regulations to strengthen management and guidance for teachers and staff going abroad to have reports and records, especially those going abroad and sending students to participate in competitions. Principals are responsible for sending teachers and students to participate in the above activities.
Mr. Le Duy Tan, Head of Secondary Education Department, Ho Chi Minh City Department of Education and Training, emphasized the regulations on organizing 2 teaching sessions/day.
Check and evaluate according to the content and objectives of the program.
Also in the meeting on activities at the beginning of the school year, Mr. Le Duy Tan, Head of the Secondary Education Department of the Ho Chi Minh City Department of Education and Training, requested that schools follow the content and objectives of the 2018 General Education Program, including many innovations in output assessment and testing. Digital transformation to change the teaching instructions based on memorization, guide students to self-study and focus on difficult problems in direct teaching hours. Assessment of qualities and abilities requires a process and implementation from the grassroots level, controlling the process, avoiding the situation of student overload.
According to Mr. Tan, schools need to change their perspective when creating exam questions and tests according to the required content of the program, and not take the previous year's exam questions and adjust them, which is not appropriate.
Speaking at the meeting of high school principals, Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training, requested that schools continue to implement plans in the spirit of always reviewing and making appropriate adjustments. In the implementation, schools need to focus on professional content, in the spirit of implementing innovative assessment and evaluation, taking advantage of digital transformation to help fully implement the subjects, but reduce the burden on students.
Mr. Quoc noted that the upcoming mid-term assessment test must link knowledge with practice. The test according to the new program must closely follow the lesson's objectives to have appropriate questions. According to Mr. Quoc, there are still some teachers who maintain the same level of requirements of the old program applied to the innovation.
Regarding financial work in schools, the Deputy Director of the Ho Chi Minh City Department of Education and Training said that the Department has conducted training for school accountants. This year, the training on revenue and expenditure will invite principals, not just school accountants. The Ho Chi Minh City People's Council has passed a resolution on revenue and expenditure with specific collection levels for each item of revenue. Therefore, schools need to comply with regulations; if they do not comply, they will be punished.
