Accurate and fair in considering standards for Professors and Associate Professors

The annual review of the standards for the titles of Professor and Associate Professor (GS, PGS) has always received special attention from scientists, educators and society.

Therefore, in 2025, the council of professors at all levels has developed many solutions, implemented strict procedures, focused on scientific integrity, and ensured transparency and fairness in the process of considering qualifications for the titles of Professor and Associate Professor.

Carefully review the process at all levels of the council

According to the Office of the State Council of Professors, in the process of considering the standards for the titles of Professor and Associate Professor in 2025, 117 basic professor councils were established nationwide, an increase of four basic councils compared to 2024.

After receiving reports from scientific research institutes, academies, and universities on the establishment and appointment of presidents, vice presidents, secretaries, and scientific backgrounds of members of the basic professorial councils, the Office of the State Professorial Council organized a review of the records to ensure that the implementation of the review steps of the councils at all levels is accurate, fair, and effective.

The basic professorial councils with many candidates or conducting the first examination are all carefully reviewed. Therefore, some basic professorial councils with invited members exceeding 1/3 of the total number of members, or members with no scientific publications in the last 5 years... are all promptly corrected and adjusted in accordance with regulations.

In addition, during the review process at the basic professor councils, the phenomenon of evaluating and assessing applications based on the candidate's registration form without careful review, applications lacking evidence or unclear evidence (regarding scientific topics, graduate student guidance, teaching, etc.) is all being corrected.

The situation of candidates publishing many articles in a short period of time, many articles in the same issue of the journal, especially in journals that are recommended to be of poor quality, publishers owning many journals with very short review periods... are all noted, checked and carefully reviewed by the Office of the State Council of Professors.

Notably, some basic professorial councils that have not thoroughly implemented the review process have also been noted, and recommendations have been sent to industry and interdisciplinary professorial councils for further careful assessment and a report has been sent to the Standing Committee of the State Professorial Council for consideration and handling.

After being reviewed at the basic professor councils, the process of evaluating the standards at the industry and interdisciplinary professor councils is also carried out seriously, in accordance with regulations, publicly and transparently; the results are clearly announced to candidates, thereby limiting complaints.

In 2025, there were a total of 1,292 registered candidates, but after three training sessions of the State Council of Professors Office, the registered candidates compared themselves with the prescribed standards, so only 1,073 candidates submitted their applications to 117 basic professor councils (accounting for 83.05% of the number of registered candidates).

Notably, the professional and interdisciplinary professor councils are all concerned with the aspect of scientific integrity; strongly question candidates who publish many international articles in a short period of time, or in journals with quality issues; and rectify and review the scoring framework of scientific journals during the review process.

Along with that, the review process at the State Council of Professors also publicly discussed each candidate's profile, elected a vote counting committee and voted on the list of candidates eligible to be considered for recognition as meeting the standards for the title of Professor and Associate Professor.

Candidates ensure sufficient scientific research works

Associate Professor, Dr. Tran Anh Tuan, Chief of the Office of the State Council of Professors, said that along with improving the quality of examination activities at each council level, the review and raising of awareness for each candidate about transparency and scientific integrity is also focused on. In 2025, there were a total of 1,292 candidates registered, but after three training sessions of the Office of the State Council of Professors, the registered candidates compared themselves with the prescribed standards, so only 1,073 candidates submitted their applications to 117 basic professorial councils (accounting for 83.05% of the number of registered candidates).

In addition, in 2025, the Office of the State Council of Professors will continue to conduct three rounds of screening on candidate profiles, including: Screening on candidate registration forms to detect inaccurate issues related to regulations on standards and timely notification, helping the review process of the basic professor council to be more convenient and accurate; screening on the approved profiles of the basic professor councils to detect and recommend a number of issues that need attention to the industry and interdisciplinary professor councils; screening on the approved profiles of industry and interdisciplinary professor councils to detect and advise a number of issues that need attention to the State Council of Professors.

Therefore, the process of organizing the review meetings of the professional and interdisciplinary professor councils was carried out according to the set plan with the result of 911 qualified candidates. The review process at the State Professor Council was analyzed and discussed carefully for each candidate with the result of 900 candidates achieving the required number of votes of confidence (71 Professor candidates, 829 Associate Professors), equal to 83.88% of the number of candidates who submitted their applications.

In the process of considering the standards for the title of Associate Professor in 2025, professor councils at all levels and advisory units worked seriously, ensuring accuracy, fairness, impartiality, objectivity and towards improving quality.

The results at the State Council of Professors show that the quality of candidates in 2025 is quite good, foreign language proficiency has improved a lot, and all candidates have guaranteed to have enough scientific research works published in international journals listed in ISI, Scopus or other prestigious journals.

According to Minister of Education and Training, Chairman of the State Council of Professors Nguyen Kim Son, in the process of considering the standards for the title of Associate Professor in 2025, professor councils at all levels and advisory units worked seriously, ensuring accuracy, fairness, impartiality, objectivity and towards improving quality.

Based on the meeting results, the Office of the State Council of Professors will coordinate with relevant units to publicly announce the review results according to regulations before the Chairman of the State Council of Professors signs the decision to recognize candidates who meet the standards for the title of Associate Professor.
