For more than 25 years as the Head of Phong Ap village ( Ninh Binh commune, Ninh Hoa town), Mr. Phung Thanh Truc has always been loved by the people. With his prestige, the village's affairs are always responded to by the people, the village is peaceful and harmonious.


Light up the country roads


Phong Ap village has established many clubs very early, such as: "Women do not have a third child"; "Exemplary grandparents, filial children"; "Veterans"; "Sustainable family development"... Mr. Truc said: "Phong Ap is the first village in the commune to eliminate the scattering of votive paper during funerals, completely abandoning backward customs in funerals. Since 2013, the village has implemented the program "Electricity to light up the countryside roads", contributing to protecting security and order in the village". At that time, the villagers themselves contributed money to build power lines and light bulbs to light up all the roads in the village. At first, the village was still facing difficulties, so Mr. Truc used telephone wires to make power lines to light up the village's public roads.

To have more partners to implement the program "Electricity to light up the countryside roads", Mr. Truc chose two enthusiastic young men of the village, Ba Huu Duy and Nguyen Binh. "Uncle Nam said that our village is poor, so we should try to make it bright for people to travel at night. I measured all the roads in the village, determined the number of electric poles that needed to be planted, drew up the design, estimated the cost and sent it to Uncle Nam. From there, Uncle Nam held a meeting with the villagers to present the idea and received enthusiastic support and contributions from the villagers" - Mr. Binh recalled.


Choosing the first road as a model, 10 light bulbs were installed, and at night, everyone was excited and proud that their village had street lights. Up to now, the village has a total of 120 street lights (excluding the roads that already have electric lights from the electricity company), nearly 5,000m of standard power lines. Mr. Truc confided: “The brothers in the electricity team work part-time, and their main job is to protect the school and do farming. Thanks to this force, the village has been operating the electricity system smoothly since 2013. Just calculate, if a light bulb burns out, a wire breaks, and you hire an outside worker to repair it, you have to pay hundreds of thousands of dong, no fund can afford it. Here, during the rainy season, bulbs burn out, wires break continuously, and the brothers in the electricity team take the initiative to repair it themselves.”

Many places in Ninh Hoa town have learned how to "light up the countryside roads" like Phong Ap village, but it only lasted for a short time. Phong Ap village alone has maintained it for a long time. To have funds to pay for electricity to the power company and make major repairs, or replace the entire power line, each household contributes 70,000 VND/year. With experience over the past 10 years, Phong Ap village has always publicly disclosed its revenue and expenditure clearly and transparently for all villagers to know. "If people trust, they will voluntarily contribute, for the benefit of each family. The most important thing is not to lose the people's democratic rights, everything must be explained and discussed sincerely and openly, through people's meetings, through people's security groups, even going to each household to explain so that people understand and agree to support" - Mr. Truc shared his experience.


Keep the neighborhood relationship


Mr. Truc has been the head of Phong Ap village since 1996. Currently, the poverty rate in the village is only 0.75%; 100% of houses are tiled; 100% of households are recognized as "Cultural Families", the village achieved the title of the first "Cultural Village" of Ninh Hoa town. In more than 25 years as the village head, he has been supported by 531 households and is loved by everyone.

Under Mr. Truc's direction, Phong Ap village has established 19 residential group leaders, and many village activities are "divided" equally among the 19 group leaders by the village chief to jointly take care of the whole village and hamlet. During his time as village chief, Mr. Truc always spent a lot of time ensuring security and order in the village. To have good security, we must start by building a family with a cultured lifestyle because a harmonious family is the root of all problems. Mr. Truc always remembers the story of mediation: "I know that Mr. H. often beats his wife when he comes home drunk, so I met him privately to advise him that "it is wrong for a husband to beat his wife", and showed him the couples in the village who live in harmony and focus on their work, so that Mr. H. can reflect on himself. Since that meeting, Mr. H. has never beaten his wife again".


Phong Ap village established groups to prevent and combat domestic violence, which are part of the village's mediation team, and announced the phone numbers of the village chief, deputy village chief, and mediation team... to the people. "Whenever a phone call comes to the village, we must come to the house immediately, even if it's midnight or raining, never late. In the past, sometimes they argued with the village and the mediation team. In recent years, the whole village has gotten used to it, as soon as they see the village coming, they know what's going on, put down the loudspeakers, eat and drink loudly, and don't argue with each other... All incidents that happen in the village are handled peacefully, people don't need to call the commune, except in cases of land disputes, which are then brought to the commune for resolution" - said Mr. Ba Huu Duy, Deputy Head of Phong Ap village.


At the age of 72, Mr. Truc has drawn out the things he has learned from his time as village chief: Always unite, discuss every issue thoroughly and reasonably, take responsibility to the people as the measure for all work. If people have any questions, they must explain thoroughly; always be open and transparent about all income and expenditure, do not let people question or doubt money matters.
