According to the guidance just issued by the Ministry of Home Affairs on June 26, from July 1, Circular 10/2023/TT-BNV will replace Circular 04/2019/TT-BNV on the implementation of basic salary levels for salary and allowance recipients in agencies, organizations, and public service units of the Party, State, Vietnam Fatherland Front, socio-political organizations and associations.
From July 1, the basic salary of civil servants and public employees will be adjusted from 1.49 million VND/month to 1.8 million VND/month (an increase of 20.8%).
From July 1, according to the National Assembly 's Resolution on the 2023 state budget estimate, the basic salary for cadres, civil servants and public employees will increase from VND 1.49 million/month to VND 1.8 million/month, equivalent to an increase of 20.8% compared to the current basic salary.
According to the new circular, the calculation of basic salary is divided into 4 groups.
Group 1: cadres, civil servants, public employees and workers base on the current salary and allowance coefficients prescribed in documents of competent agencies of the Party and State on salary regimes for cadres, civil servants, public employees and armed forces, the basic salary level prescribed in Decree No. 24 dated May 14 of the Government to calculate the salary level, allowance level and the amount of the reserved difference coefficient (if any).
The formula for calculating salary is as follows: salary effective from July 1 = basic salary (1.8 million VND) x current salary coefficient.
The formula for calculating the allowance is divided into 3 sections.
For allowances calculated based on the basic salary: allowance level implemented from July 1 = basic salary (1.8 million VND) x current allowance coefficient.
For allowances calculated as a percentage of current salary plus leadership allowance and seniority allowance beyond the framework (if any): the allowance level implemented from July 1 = current salary from July 1 + leadership allowance implemented from July 1 + seniority allowance beyond the framework implemented from July 1 x the percentage of allowance enjoyed according to regulations.
For allowances specified in specific amounts, keep them according to current regulations.
For the amount of the reserve difference coefficient (if any): the amount of the reserve difference coefficient implemented from July 1 = basic salary x current reserve difference coefficient (if any).
Group 2: People's Council delegates at all levels, based on the activity fee coefficient for People's Council delegates at all levels according to current law to calculate the activity fee level. The activity fee level implemented from July 1 = basic salary x activity fee coefficient according to regulations.
Group 3: Part-time workers at the commune, village, and residential group levels, from July 1, the allowance fund allocated by the state budget for each commune, village, and residential group as prescribed in Clause 5 and Clause 6, Article 2 of Decree No. 34 dated April 24, 2019 of the Government is calculated based on the basic salary of 1.8 million VND/month. The specific regulations on allowance levels for these subjects are implemented according to the provisions in Clause 5 and Clause 6, Article 2 of Decree No. 34.
From August 1, the allowance fund allocated by the state budget for each commune, village and residential group as prescribed in Clause 1 and Clause 2, Article 34 of Decree No. 33 dated June 10 of the Government is calculated based on the basic salary of 1.8 million VND/month. The specific regulations on allowance levels for these subjects are implemented according to the provisions in Clause 1 and Clause 2, Article 34 of Decree No. 33.
Group 4 is for people working in key organizations. Specifically, people working in key organizations under the management of the Ministry of National Defense and the Ministry of Public Security shall follow the instructions of the Minister of National Defense and the Minister of Public Security.
People working in key organizations in Party, State agencies, and socio-political organizations (not under the management of the Ministry of National Defense and the Ministry of Public Security) shall calculate their salary, allowances, and reserve coefficient (if any) according to the calculation method of group 1.
According to the Ministry of Home Affairs, from 2020 to present, due to the adverse impact of many domestic and international factors, especially the impact of Covid-19, there have been no conditions to continue adjusting the basic salary.
The basic salary of 1.49 million VND/month has been maintained since July 1, 2019. Compared to the regional minimum wage for employees in the enterprise sector, the salary of 1.49 million VND/month (applied to those receiving budget salaries) is only 37.89% of the average regional minimum wage in 2022 (3.93 million VND/month), leading to many difficulties in the lives of cadres, civil servants, public employees and armed forces.
Therefore, the Ministry of Home Affairs believes that adjusting the basic salary from 1.49 million VND/month to 1.8 million VND/month (an increase of 20.8%), effective from July 1, is necessary to contribute to improving the lives of cadres, civil servants, public employees and armed forces.
