In response to the developments of storm No. 3, the Civil Aviation Authority of Vietnam (CAAV) held a live and online meeting, connecting from the headquarters of the CAAV to the bridges of the Airports Corporation (ACV) and the Northern and Central Airports Authorities.
After listening to the reports of the units, the meeting discussed and the leaders of the Civil Aviation Authority of Vietnam reached an agreement, deciding to temporarily stop receiving and operating aircraft at airports in the affected area of WIPHA storm on July 21, 2025 and July 22, 2025 (local time). Specifically:
Van Don International Airport: From 11:00 p.m. on July 21, 2025 to 12:00 p.m. on July 22, 2025.
Cat Bi International Airport: From 11:00 p.m. on July 21, 2025 to 12:00 p.m. on July 22, 2025.
The Civil Aviation Authority of Vietnam requested Noi Bai International Airport and Tho Xuan Airport to continue monitoring meteorological bulletins and propose appropriate adjustments to the operation plan.

For Airlines, the Civil Aviation Authority of Vietnam requires Airlines to proactively notify passengers of flight plan adjustments so that they can have appropriate travel plans.
Regarding the Vietnam Air Traffic Management Corporation (VATM), the Authority requested VATM to focus 100% of its human resources and equipment to ensure aviation meteorological forecasting at airports to promptly provide meteorological forecast information on the impact of storms.
For airports/regional air traffic management companies, the Authority requests to concentrate all resources to implement measures to prevent and combat the impact of storms on the technical infrastructure of the ports and aircraft on the apron, paying special attention to the condition of the drainage system at the airport to ensure avoiding flooding due to heavy rain during and after the storm, and proactively coordinate and strictly implement storm prevention plans deployed by local authorities.
For the Northern and Central Airports, the Department requires proactively issuing documents implementing the instructions of the Ministry of Construction and the Civil Aviation Authority of Vietnam and directly participating in disaster prevention work at airports, performing inspection and supervision tasks according to regulations.
After the storm has passed, the units also need to focus resources on immediately carrying out tasks to bring operations back to normal. However, the Civil Aviation Authority of Vietnam also noted that the impact of the storm circulation and prolonged heavy rains could cause flooding at airports not directly affected by the storm.
Therefore, the Department requires agencies and units in the industry to strictly implement the instructions and fully report so that the Civil Aviation Authority of Vietnam can promptly grasp information and have further instructions.
