Consulting and giving comments on the draft Political Report to be submitted to the 20th Congress of Bac Giang Provincial Party Committee

The Draft Political Report of the 19th Provincial Party Executive Committee submitted to the 20th Provincial Party Congress is divided into 2 parts, 51 pages in length. Part 1: General assessment of the results of 5 years of implementing the Resolution of the 19th Provincial Party Congress, 33 pages in length, including 5 sections. Part 2: Goals, tasks and solutions for the 2025-2030 term, 18 pages in length, divided into 4 parts.

The motto of the Provincial Party Congress is: Solidarity - Democracy - Discipline - Breakthrough - Development. The theme of the Provincial Party Congress is: Under the glorious flag of the Party, building a streamlined - compact - strong political system; promoting democracy, the strength of great national unity, the spirit of self-reliance, self-reliance, and self-strengthening, building Bac Giang province to develop comprehensively and sustainably, to be among the 11 provinces and cities with leading economic scale (GRDP) in the country by 2030.

According to the delegates' assessment, the draft report was elaborately and scientifically constructed, with a reasonable basic structure. The data in the report is relatively rich, reflecting comprehensively the results of the implementation of the Resolution of the 19th Provincial Party Congress. It has proposed the main goals, targets and tasks and solutions for the coming term so that Bac Giang province can develop rapidly and sustainably.

Associate Professor, Dr. Nguyen Viet Thong commented on the draft report.

According to Associate Professor, Dr. Nguyen Viet Thong, former General Secretary of the Central Theoretical Council, the content of the Congress should be removed from the topic of "building a streamlined and strong political system" because before the Congress, the political apparatus was organized to ensure it was streamlined and strong. The issue that needs to be addressed after the Congress is the effective, efficient and productive operation of the political apparatus.

Associate Professor, Dr. Nguyen Viet Thong also proposed to add two more lessons, which are the high political determination of the locality to take advantage of opportunities, overcome challenges, especially during the Covid-19 pandemic. Along with that is attracting large foreign investment, effectively transforming the economic model. Regarding the orientation to 2030, it is necessary to supplement foreign affairs; the issue of private economic development, the province's solutions in this field. The province also needs to focus on developing the cultural industry, this is the province's advantage, which needs to be emphasized in the report.

According to Master Nguyen Cuong, Permanent Vice Chairman of the Provincial Business Association, regarding economic development, in addition to the assessment of limitations: "Industrial production depends heavily on the FDI sector", it is necessary to add the statement "The industrial sector has high growth but the quality has not met the requirements" shown in some assessments, such as the VA/GO ratio is decreasing, meaning that the output is very large but the added value is not high; the contribution of FDI enterprises to the provincial budget revenue is still limited.

Reviewing the target of the proportion of services in GRDP "the target of the 20th Congress term is to strive for the proportion of services in GRDP to be 17.1% by 2030", this is a very low target, going against the trend of sustainable development, going against the trend of improving the quality of development, going against the trend of increasing budget revenue; in general, going against the trend of shifting the economic structure towards modernization.

Delegates also focused on giving comments on innovating the report's content, emphasizing the risk of Bac Giang province falling behind if it focuses too much on industrial development and pays little attention to other resources. It is necessary to attract domestic enterprises, build a team of entrepreneurs in the province, and ensure a reasonable economic structure. Delegates suggested studying and adding breakthrough content on science and technology development, innovation and digital transformation.

Regarding national defense, security and local government after the merger, what solutions are needed to ensure stable security and order, and strong local defense and military?

Concluding the workshop, Dr. Ngo Chi Vinh highly appreciated the enthusiastic contributions of the delegates. Based on the delegates' contributions, he requested the Document Subcommittee to absorb and complete the draft Political Report to submit to the Standing Committee and the Provincial Party Executive Committee as planned.

Currently, the Central Committee is conducting research to continue to reorganize the apparatus of the political system and administrative units. In the process of building and completing the draft Political Report to be submitted to the 20th Provincial Party Congress, the Document Subcommittee will continue to closely follow the Central Committee's direction to promptly adjust and supplement relevant contents to ensure suitability. At the same time, the Standing Committee of the Provincial Party Committee will proactively coordinate with the locality that is expected to merge with Bac Giang province to complete the draft Political Report of the new province.
