The workshop was attended by leaders of several departments, ministries, branches, central agencies, and several provinces and cities. On the side of Tuyen Quang province, there were comrades: Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee, leaders of the People's Council, the National Assembly Delegation, and several departments, branches, and sectors of the province.

Opening the workshop, Chairman of the National Assembly's Ethnic Council Y Thanh Ha Nie Kdam emphasized that in the process of national development, our Party and State always pay attention to ethnic issues, ethnic work, and perfect ethnic policies to promote all-round development for ethnic minority and mountainous areas, ensure social equity, and gradually narrow the gap in socio-economic development between regions of the country.
The Party's resolutions, conclusions, and directives, and the State's system of policies and laws in the field of ethnic affairs have comprehensively covered all aspects of the lives of ethnic minorities and mountainous and disadvantaged areas.

Currently, the Ethnic Committee and the Ethnic Council are continuing to research and propose the development of a law on ethnic groups to fully institutionalize the Party's guidelines and policies, the Constitution's provisions on ethnic groups and ethnic policies, comprehensively regulate social relations on ethnic groups, and create a legal corridor for the development of ethnic groups and ethnic minority and mountainous areas.
He affirmed that the Workshop is a forum for the Ethnic Council, as well as Government agencies, localities representing regions, experts and scientists to exchange and discuss the political and scientific basis, the connotation of some terms, concepts, and their application in the policy and legal system related to ethnic issues and the delimitation of ethnic minority and mountainous areas in the current situation, serving state management and guiding the development of the Law on ethnic issues.

The papers also proposed the use of terms and concepts in the development, promulgation and implementation of legal policies on education related to ethnic minority and mountainous areas; the application of regional subjects in current legal documents on ethnic groups; the application of specific human subjects, households and communities in legal documents on ethnic groups; the current situation and recommendations and proposals for the implementation of legal policies related to regulations on regional and ethnic groups in some provinces and centrally-run cities...

Speaking at the workshop, Provincial Party Secretary Chau Van Lam expressed his honor and joy that Tuyen Quang was chosen by the National Assembly's Ethnic Council as the venue for the workshop. He emphasized that Tuyen Quang accounts for over 57% of the population being ethnic minorities, with 121/138 communes in ethnic minority and mountainous areas. Based on the regulations and guidelines of the Central Government and the practical situation in the locality, the province has issued many documents regulating mechanisms and policies for ethnic minority areas.

Provincial Party Secretary Chau Van Lam shared: Despite the difficult budget conditions, in addition to the general policies of the State, the province always prioritizes the allocation of resources to support the economic and social development of ethnic minority areas. At the same time, focusing on building infrastructure, allocating land for production, supporting crop and livestock varieties, borrowing capital for investment in economic development, creating jobs, sustainable poverty reduction, eliminating temporary and dilapidated houses, medical examination and treatment, supporting the purchase of health insurance... The province focuses on developing female, young and ethnic minority cadres, has developed and issued a Project on building a team of young cadres, female cadres, and cadres who are ethnic minorities in Tuyen Quang province, period 2023-2030...
He affirmed that the workshop held in Tuyen Quang is an opportunity for the province to absorb, build and perfect local mechanisms and policies as well as identify key tasks, appropriate solutions and organize more effective implementation of ethnic work in general and mechanisms and policies for ethnic minority areas in particular.
