Police determined that at around 2:30 p.m. on May 12, Ms. Hoa was driving a red 5-seat car on National Highway 1A through Bim Son town, carrying a billboard. Because the item was too large, she opened the rear door on the right side of the car to transport it to the collection point. The incident was recorded by a passerby and was passed to the police.
