Tuyen Quang removes obstacles in educational management at the commune level

On October 23, the Department of Education and Training of Tuyen Quang held a conference to discuss state management work on education when implementing two-level local government, school year 2025 - 2026.

The conference was connected to 124 points in communes and wards in the province.

Many opinions discussed improving the quality of educational management.

After the merger, the entire Tuyen Quang province has over 1,300 educational institutions. The two-level local government model has initially created positive changes in educational management, simplifying the management system towards streamlining, increasing the initiative and effectiveness of local management.

The People's Committees of communes and wards actively and proactively direct schools to carry out educational tasks right from the beginning of the school year, ensuring material facilities for schools to operate; coordinate with the Department of Education and Training in arranging management staff and teachers at schools.

Delegates focused on discussing and clarifying difficulties and problems in the process of implementing educational tasks in communes, wards and schools after implementing two-level local government.

Implementation of the coordination regulations between the Department of Education and Training and the People's Committees of communes and wards in performing a number of state management tasks on education. At the same time, propose solutions to effectively implement the coordination of state management on education at the local level, key tasks for the 2025-2026 school year.

In particular, focus on reviewing and evaluating resolutions, directives, projects, and regulations in the field of education and training to continue implementing them effectively, in accordance with the practical situation.

At the same time, propose specific policies of the province to support the development of education and training in the province. Advise the Provincial People's Committee to recruit teachers in 2025 for educational institutions to meet teaching requirements in the 2025-2026 school year; arrange educational institutions in accordance with the new administrative unit;

Removing difficulties for localities

Ms. Mai Thi Thanh Binh, Deputy Director of the Department of Education and Training of Tuyen Quang, recorded and answered many questions from localities from the connecting points in the area.

Delegates frankly expressed their views and bottlenecks in the implementation and management of education in the areas under their management.

Many localities have raised difficulties in terms of teacher shortages and degraded facilities, leading to poor quality of education.

Delegates also focused on proposing more secure policies for teachers in remote and border areas.

To solve this problem, Mr. Vu Dinh Hung, Director of the Department of Education and Training of Tuyen Quang, said that there needs to be timely and regular coordination so that educational management in localities can be smooth and effective.

Regarding the shortage of teachers, the Department of Education and Training of Tuyen Quang authorizes the mobilization, assignment, and rotation within the local management area. Localities need to report and propose to the Department to avoid mistakes.

"Tuyen Quang is the first province to complete the industry database among 34 provinces and cities nationwide. This is an advantage for the coordination between the Department of Education and Training and local authorities to remove difficulties in education management. The Department is also deploying software to improve education management, these software have been deployed more than 70%, and will soon be put into use to improve the quality of management in localities", said Mr. Vu Dinh Hung, Director of the Department of Education and Training of Tuyen Quang.
