Provincial excellent students are no longer given priority for admission.
According to the Circular amending a number of articles of the regulations on university and college admissions for preschooleducation in 2025, the total admission score of a candidate, including bonus points and priority points, must not exceed the absolute score.
In which, bonus points and incentive points are given to candidates with special achievements and foreign language certificates.
If in previous years, candidates with special achievements were given priority for admission to many schools, this year these candidates must be admitted equally like all other candidates and have the advantage of receiving extra points.
In 2025, the maximum bonus points from priority points and bonus points that a candidate can have is 3 points.

Accordingly, the total bonus points (including bonus points, regional priority points, and target priority points) as prescribed by the Ministry of Education and Training will not exceed 10% of the maximum score of the review scale (maximum 3 points for a 30-point scale).
Dr. Nguyen Trung Nhan, Head of Training Department of Ho Chi Minh City University of Industry, informed: "Candidates with special achievements include provincial-level excellent students, specialized school students, and students with excellent achievements in 3 years of high school. Last year, these students were prioritized for admission by many schools, so even though their high school graduation exam scores were not high, they were still admitted. This year, they will be admitted like other candidates and will be awarded points with a maximum of 3 points on a 30-point scale."
Regarding extra points from foreign language certificates, Dr. Nhan said that this year most schools do not add points to candidates with foreign language certificates but convert them to English (maximum 10 points on a 30-point scale) in the admission combination.
According to Dr. Nhan, a candidate can get all 3 types of points including priority points (regional and subject) and bonus points.
Priority points must be determined according to the regulations of the Ministry of Education and Training on the principle that priority points are calculated according to the formula (applied from 2023): priority points = [(30 - total achieved points)/7.5] x prescribed priority points .
The amount of bonus points and incentive points for each subject will be determined by the training institution, but must ensure that the total bonus points do not exceed 3 and the total admission score of the candidate does not exceed 30 (for a 30-point scale).
How to calculate priority points and bonus points
For example, a candidate has achieved first prize in the provincial excellent student exam, high school graduation exam with 24 points in 3 subjects in the combination, belongs to priority group 1 (2 points) and in region 1 (0.75 points), then the priority points of this candidate are: [(30 - 24)/7.5] x 2.75 = 2.2 points. Bonus points = 3-2.2 = 0.8. The total admission score of the candidate will be 24 +3 = 27 points.
In case the above candidate is not a provincial excellent student, the total admission score is 24 + 2.2 = 26.2 points.
If the above candidate does not belong to priority group 1, then the candidate's priority score is [(30 - 24)/7.5] x 0.75 = 0.6 points and the candidate's admission score at this time is 24 + 0.6 = 24.6.
If the above candidate is not in area 1, then the candidate's priority score is [(30 - 24)/7.5] x 2 = 1.6 points and the candidate's admission score at this time is 24 + 1.6 = 25.6.
However, if the above candidate does not have any priority points, the schools have the right to calculate a maximum bonus of 3 points for excellent students at the provincial level and the candidate's admission score is still 27.
