BAC GIANG - From a purely agricultural province, Bac Giang has risen to become a growth phenomenon of the whole country, with its economic scale currently ranking 12th nationwide. The achievement comes from the strategy of industrial development, expanding regional linkages and ensuring social security. Now, when merging with Bac Ninh to form the (new) Bac Ninh province, Bac Giang enters a stage of development with a larger scale, higher expectations, requiring new thinking, new ways of doing things and stronger synergy from the entire political system, businesses and people.
Maintain growth momentum
With the target of GRDP growth of 13.6% in 2025, Bac Giang is closely monitoring actual developments to promptly adjust policies, ensuring growth requirements according to Conclusion No. 123-KL/TW of the Party Central Committee and Resolution No. 25/NQ-CP of the Government. At the same time, the province is proactively developing early response plans to situations that may arise such as tariff barriers, global geopolitical fluctuations or adjustments to international supply chains.

Comrade Nguyen Dinh Hieu, Director of the Department of Finance, said: “Recently, the Central Government has issued four major resolutions including: (1) Breakthrough in science and technology development, innovation and national digital transformation; (2) Arrangement and streamlining of the political system apparatus; (3) Development of the private economy ; (4) International integration in the new situation. These are all strategic driving forces, having a profound impact on local socio-economic development.”
According to comrade Hieu, to concretize major policies, Bac Giang is focusing on synchronously implementing solutions: Reviewing, amending, and perfecting regulations that are no longer appropriate or overlapping; decentralizing and decentralizing more strongly; improving the capacity to implement and resolve administrative procedures; promptly reporting and removing bottlenecks in attracting investment, especially for foreign-invested enterprises. The general spirit is "wherever there is a problem, that level will proactively implement it, creating flexibility and substance in management."
Along with implementing new policies of the Central Government, Bac Giang is promoting the implementation of Resolution No. 147-NQ/TU dated July 15, 2021 of the Provincial Party Committee on industrial development in the period of 2021-2030. The Resolution clearly identifies the requirement to strongly innovate industrial development thinking towards modernity, efficiency, and sustainability, while developing industry closely linked with urban and service development, forming a comprehensive "industrial ecosystem". The focus of attracting investment is on large enterprises with the ability to lead, create spillover effects, and link chains with other enterprises.
To build a sustainable industrial ecosystem, the province requires ensuring harmonious development between three pillars: Industry - Urban - Service. The investment environment needs to be open, healthy competition, strengthening the connection between enterprises within the industrial park as well as between economic sectors. In particular, the province emphasizes the principle of development combined with environmental protection, solving social issues well and establishing a fair relationship of interests between the State - enterprises - workers in the spirit of "harmonious interests, shared risks".
In addition to local efforts, many opinions suggest that the Central Government should soon review, amend and perfect the system of policies and laws related to investment attraction, especially for the foreign investment sector. Focus on selective investment support and incentive mechanisms to increase budget collection efficiency and avoid the situation where enterprises transfer projects to other localities after the incentive period expires. A notable proposal is to build a tighter management mechanism for industrial park infrastructure rental prices applied by infrastructure investors for secondary projects to ensure a competitive and transparent investment environment.
On the local side, Bac Giang continues to persevere in implementing strategic breakthroughs in infrastructure development and improving the quality of human resources. Regarding infrastructure, the province prioritizes investment in transportation, industry, urban areas and services, focusing on overcoming the "dip points" in services accompanying industry. The types of development focused on include: Logistics serving production; housing for workers; cultural and sports facilities; hotel, restaurant, entertainment and recreation services for experts and foreign workers. Regarding human resources, Bac Giang promotes improving the quality of vocational training; training close to market realities, meeting the increasingly high demands of modern industry.
Along with expanding investment attraction, Bac Giang aims to improve the quality of investment projects through specific institutionalization of screening criteria. In particular, there should be a mechanism requiring foreign-invested enterprises to transfer technology and strengthen linkages with domestic enterprises. The locality also promotes support for the development of the domestic economic sector, especially the formation of production-linked industry clusters. The goal is to build a closed value chain, where the output products of one enterprise become the input materials of another, moving towards comprehensive production and processing from raw materials to finished products for domestic and foreign consumption.
Synchronous development of three pillars
Chairman of the Provincial People's Committee Nguyen Viet Oanh emphasized: In addition to industry, Bac Giang always focuses on developing agriculture in a modern and sustainable direction. The province has issued many policies to support cooperatives, build concentrated production areas, and form large-scale OCOP product chains. Some key industries such as chicken and pig farming and especially lychee always maintain their leading position in the country. In the coming time, Bac Giang will continue to issue preferential policies to promote stronger agricultural development, associated with the effective implementation of Resolution 57-NQ/TW of the Politburo on scientific and technological breakthroughs, innovation and digital transformation in the agricultural sector.

In order to develop high-quality services, on October 11, 2024, the Provincial Party Standing Committee issued Resolution No. 371-NQ/TU on developing a number of key service sectors in the 2024-2030 period. The spirit of the Resolution is to maximize the potential and specific advantages of the province and each locality, while at the same time linking service development with preserving and promoting cultural values, creating a foundation for services to become a key economic sector in the GRDP structure.
The goal is to build a synchronous, modern, competitive and high-quality service industry. The focus includes: Urban trade and areas around industrial parks, logistics, finance - banking, tourism, night-time economy, sports, culture, healthcare, education - vocational training. Along with that is the development of high-quality accommodation services and a series of social housing projects for workers and low-income people, contributing to the goal of "settling down to make a living" for the people.
Expanding development space
According to the merger plan, the new Bac Ninh province, formed from the two provinces of Bac Giang and Bac Ninh, will have an area of over 4,718 km², a population of over 3.6 million people and a total GRDP estimated at nearly 440 trillion VND - ranking 5th in the country. With this scale, the new province promises to become a strategic growth pole in the capital region and the northern economic triangle.

Experts say that the combination of Bac Ninh – a leading locality in industry and services – with Bac Giang – a province strong in agriculture and with a large potential for industrial development – will create a comprehensive complementary economic structure. Not only will it form more than 30 industrial parks, the new province will also have the opportunity to develop three pillars equally: Industry, agriculture, and services as a solid “tripod” for long-term development.
To maintain growth momentum and effectively take advantage of the merger, the development of a comprehensive, complete master plan is an urgent requirement. The new Bac Ninh province needs to review all current plans, integrate them in a unified direction, and clearly define the functional roles of each region in industrial, urban, agricultural and conservation development.
The new planning not only ensures regional and external connectivity but also overcomes existing bottlenecks and supplements planning deficiencies of the two old provinces. In particular, transport infrastructure continues to be considered a vital issue, good connectivity is the key to development. At the same time, current policies also need to be reviewed, adjusted, inheriting the advantages, creating a synchronous and effective policy corridor, contributing to bringing the unified province firmly into a new stage of development.
From a purely agricultural region, Bac Giang has gradually transformed itself into a locality with a growth rate among the leading in the country, not thanks to luck but thanks to the right choices and persistent implementation. That achievement comes from innovative thinking, a spirit of commitment and the ability to find development motivation within the potential of people, businesses and available resources. Now, when forming a new province with a higher scale and position together with Bac Ninh, Bac Giang is entering a different development stage, requiring long-term thinking, flexible management capacity, and a harmonious vision between growth and stability.
The challenge is not small, but it is also an opportunity to reshape the development model, build a stronger, deeper economy, and better connect industry, agriculture and services. With what has been done in the past two decades, Bac Giang in the structure of the new Bac Ninh province has enough foundation and aspiration to become a new development model: Courageous in decision-making, flexible in action and persistent on the journey to the future.
