7 9 years have passed Ethnic affairs agency with its predecessor being the Department of Ethnic Minorities , established under Decree No. 359, dated September 9, 1946, pursuant to Decree No. 58, dated May 3, 1946 of the President of the Government of the Democratic Republic of Vietnam. This is the first agency of the Government to do ethnic affairs, currently the Ministry of Ethnic Affairs and Religion .

The establishment of the Department of Ethnic Minorities is an event of great historical significance, demonstrating the strategic vision and deep concern of the Party, the State and President Ho Chi Minh for the cause of great national unity and ensuring social equality and progress among ethnic groups. This is also an important milestone in the construction of a system of specialized agencies for ethnic affairs in the state apparatus.

79 years of construction, growth and development

Over the past 79 years of development and growth, state management agencies on ethnic affairs have continuously innovated, improved their organizational and operational capacity, and made practical contributions to the cause of socio-economic development, strengthening national defense and security, preserving cultural identity, and strengthening national unity. Ethnic affairs have always been identified as one of the strategic tasks in the revolutionary cause of the Party and State, especially in the process of building a socialist rule-of-law state and international integration.

Outstanding marks in ethnic work

During the process of construction and development, the ethnic affairs sector has proactively advised, proposed and implemented many major programs and policies, bringing positive changes in the material and spiritual life of ethnic minorities across the country . Some typical policies and programs include: Decision 134, Program 135, National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the 2021-2030 period according to Decision 1719/QD-TTg of the Prime Minister... for the first time, our country has a separate national target program for ethnic minorities and mountainous areas.

Through the Programs, the lives of ethnic minorities are increasingly improved; essential infrastructure in ethnic minority and mountainous areas is synchronously invested; traditional cultural identity is preserved and effectively promoted.

Cao Bang is a mountainous and northern border province. In recent years, under the close leadership of the Provincial Party Committee and the Provincial People's Committee, together with the synchronous coordination of departments, branches and localities, Cao Bang province has achieved many outstanding results in ethnic affairs: social security is ensured; social order and safety are maintained. Ethnic minorities are excited and confident in the leadership and innovation guidelines of the Party, policies and laws of the State; always uphold the spirit of solidarity, promote internal strength, actively work, produce and develop the economy. The material and spiritual life of ethnic minorities has gradually improved, gradually reducing the development gap between ethnic minority areas and other areas; The infrastructure system in ethnic minority areas continues to be invested in, built and upgraded; the work of preserving traditional cultural values of ethnic groups has been promoted; the quality of education has been gradually improved; Medical work and health care for people in ethnic minority and mountainous areas have changed a lot; 100% of people in poor and near-poor households, ethnic minorities living in difficult areas, and people living in extremely difficult areas are given free health insurance cards.

The security and social order situation in ethnic minority areas is basically stable. All levels and sectors continue to effectively carry out propaganda and mobilize people to comply with the Party's guidelines and policies and the State's laws, and build great national unity.

Promoting tradition - Continuing innovation, for the sustainable development of ethnic minorities

Towards the 79th anniversary of the Traditional Day of the State Management Agency for Ethnic Affairs (May 3, 1946 - May 3, 2025), each cadre, civil servant and public employee in the ethnic affairs sector needs to continue to promote the glorious tradition, enhance the sense of responsibility, strengthen solidarity, innovate thinking and working methods; closely follow the grassroots, promptly grasp the reality, proactively advise on policies and strategies suitable to the practical situation and development requirements in the new period.

In the coming time, the Department of Ethnic Minorities and Religions of Cao Bang province will continue to closely coordinate with all levels and sectors, promote internal strength, effectively utilize resources from the Central and local levels, determined to successfully implement the socio-economic development goals of ethnic minority areas; gradually improve the quality of people's lives, firmly consolidate the great national unity bloc, contribute to building Cao Bang province to be increasingly rich, civilized and sustainably developed.
