These laws were passed by the 15th National Assembly, 7th session on June 27, 2024, and will take effect from January 1, 2025; the Road Law and the Road Traffic Safety Law were separated from the 2008 Road Traffic Law.

Accordingly, the development of the 2024 Road Law aims to continue to perfect mechanisms and policies on road infrastructure; strengthen State management, institutionalize the Party and State's policies and guidelines on road infrastructure development; implement Vietnam's commitments to the international community; and overcome difficulties and shortcomings in the implementation of laws on road traffic.

The Law on Road Traffic Safety was promulgated with the aim of building habits, self-awareness and forming a modern traffic culture, promoting the protection of life, property and human rights when participating in traffic. The development and promulgation of the law is an inevitable, objective and urgent requirement of reality, in accordance with the laws of development, the trend of building and perfecting the legal system of Vietnam in the conditions of building and perfecting the socialist rule of law state; at the same time, clearly and specifically assigning the responsibilities of state management agencies, contributing to creating a more complete legal basis to promote and improve the road traffic sector to meet the requirements in the new situation.

At the conference, delegates were informed, disseminated and provided with new and important contents of the laws.

According to Deputy Director of the Department of Justice Nguyen Thanh Son, in order for the laws to continue to be put into practice, agencies, departments, branches, organizations, and localities, according to their functions and tasks, based on the actual situation, continue to organize propaganda and disseminate these two laws to officials and people in many forms, in which it is necessary to focus on subjects directly affected by the laws.
