Festival event turns into dangerous situation

On May 10, the Department of Culture and Sports of Hue City said that it had sent a report to the People's Committee of Hue City to check and verify information about the Hue Monuments Conservation Center organizing a cannon firing ceremony at the Hue Flag Tower.

Previously, the Department of Grassroots Culture, Family and Libraries of the Ministry of Culture, Sports and Tourism also sent an official dispatch requesting to check and verify the information.

According to press reports on the evening of May 3, at the Ky Dai area of ​​the Hue Imperial City - the Hue Monuments Conservation Center organized a cannon/firecracker display as part of a series of cultural activities on the occasion of April 30 and May 1. This event unfortunately turned into a dangerous situation.

According to the records at the scene, some fireworks after being fired from the cannon system while still burning with bright red flames flew off course and fell into the audience area standing in front of Phu Van Lau. The image of people running in panic in the smoke and explosions startled many people, especially when this program was held right in one of the most crowded areas during Hue festivals.

After the incident, the Hue Monuments Conservation Center acknowledged the technical error, issued a public apology, and pledged to review the entire organization process to avoid repeating the mistake. According to the unit's explanation, one of the reasons why the fireworks flew off course was because the fireworks were installed a day in advance, and encountered high humidity, so they did not burn completely when leaving the barrel, leading to a loss of control of their direction.

To clarify the information reported by the press about the organization of the cannon firing on the evening of May 3, the Department of Culture and Sports of Hue City directed the Inspectorate and specialized departments under the department to coordinate with Department PA03, PC06 of Hue City Police to organize a working session with the Hue Monuments Conservation Center.

Cannot operate in a "learn by doing" manner

At the meeting, the Hue Monuments Conservation Center reported on the process of performing the cannon fire show by the unit hired by Viet Giang Company. The type of cannon used in the cannon fire show on May 3 was "Dark yellow or red Z-shaped fire dragon F30" belonging to the "Fire tube" group originating from 21 Chemical One Member Co., Ltd. (with invoice and sales contract attached), this type does not belong to the group of explosives and fireworks. Viet Giang Company commits to performing the above type of cannon and will take full responsibility before the law if the above content is not true.

Based on the opinions of the units at the meeting, the Department of Culture and Sports requested the Hue Monuments Conservation Center to review the entire event organization process, from technical preparation to audience flow, ensuring strict safety standards for all programs using fireworks or explosive devices. The coordinating unit must ensure that technicians and organizers are trained and improve their skills, especially in the licensing process and coordination with relevant authorities before implementing the program. It is impossible to continue to operate large-scale activities with the mindset of "learning from experience while doing".

In addition, provide additional documents proving the type of fireworks used in the cannon firing program on May 3 as reported by the unit to Hue City Police for verification and clarification.

Along with that, it is necessary to seriously learn from the experience of organizing the cannon firing that caused dangerous incidents for the people and tourists to the program viewers; seriously implement the opinions of the authorities attending the meeting.

Fireworks and fireworks displays are only allowed when complying with the provisions of Decree No. 137/2020/ND-CP dated November 27, 2020 of the Government on the management and use of fireworks and Decree No. 56/2023/ND-CP dated July 24, 2023 of the Government amending and supplementing a number of articles of Decree No. 137/2020/ND-CP.

When organizing the firing of other types of fireworks, it is necessary to comply with relevant legal regulations and have plans to ensure safety and order and prevent fire and explosion.

Temporarily postpone the cannon firing at Hue Flag Tower

Regarding this incident, the Hue Monuments Conservation Center also announced the temporary suspension of the cannon firing simulation at the Hue Flag Tower every Saturday evening. Review and rebuild the scenario, re-study the technical equipment and other factors to ensure the best conditions for organizing the cannon firing simulation at the Flag Tower. When the preparations are completed, the local people and visitors will be notified specifically about the resumption time.
