Propagating and mobilizing cadres, party members and people to contribute opinions to draft documents of the 14th Party Congress via the VNeID application

In order to apply information technology solutions, shorten the time for collecting opinions, create favorable, diverse and accessible conditions for people across the province, ensuring the completion of organizing the collection of public opinions on draft documents of the 14th National Party Congress via the VneID application. The 14th National Party Congress is expected to take place in 7 days, from January 19, 2026 to January 25, 2026.

Accordingly, the Provincial Public Security Party Committee requested Party Committees under the Provincial Party Committee, Party Committees of communes, wards and Party organizations in the province to implement the following contents:

1. Strengthen advocacy and propaganda work, strive for 100% of party members, cadres, civil servants, public employees, people from socio- political organizations (including party members currently living at their place of residence)... to participate in giving comments on the draft documents of the 14th National Party Congress via the VNeID application, to be completed before November 15, 2025.

2. Summarize the results of participating in giving opinions on the draft documents of the 14th National Party Congress via the VNeID application, clearly stating: (1) Total number of party members, cadres, civil servants, public employees, and people belonging to socio-political organizations; (2) Total number of party members, cadres, civil servants, public employees, and people belonging to socio-political organizations who have participated in giving opinions; (3) Total number of party members, cadres, civil servants, public employees, and people belonging to socio-political organizations who have not participated in giving opinions (clearly state the reasons); send to the Provincial Police Party Committee (through the Party Committee of the Police for Administrative Management of Social Order) before November 17, 2025 for synthesis and reporting to the Provincial Party Committee.

Instructions on steps to contribute opinions on draft documents of the 14th National Party Congress on the VNeID application

Step 1: People log in to the VNeID application, on the home screen click on the banner "Contribute comments on the draft documents of the Party Congress".

Step 2: Make suggestions

People can submit their comments in the following ways:

- If you agree with the entire content of the draft document: select "Agree", then select "Subject for comments" and click "Submit".

- If disagree: people choose "Disagree", enter the reason or feedback, then choose "Subject of feedback" and click "Submit".

- If only partially agree: people choose "Partially agree", enter additional comments, then choose "Comment subject" and click "Submit" to complete .

Step 3: The screen displays a notification that comments on the draft documents of the Party Congress have been successfully submitted. Click “Back to Home” to return to the screen listing draft documents of the Congress.

Step 4: To review the comment just created, people click “View comment”.
