
According to the Decision, the drafting of replacement documents aims to synchronize and unify the local legal system after the new administrative apparatus is formed. Old documents issued by the People's Committees of the two provinces before July 1, 2025 will be comprehensively reviewed to eliminate overlapping and contradictory regulations that are no longer consistent with the Central regulations and the development conditions of the province after the merger.
The list includes many important areas of state management, such as: culture - society, science - technology, education - training, industry and trade, construction, internal affairs, justice, security and order, information - communication, environmental resource management, and public administrative activities.
The Chairman of the Provincial People's Committee assigned the Heads of assigned departments, branches and sectors to urgently coordinate with relevant units to develop and submit to the Provincial People's Committee for promulgation of replacement documents in accordance with legal regulations.
Agencies must ensure content quality, progress and consistency in the drafting and promulgation process; and are responsible for the accuracy, constitutionality and legality of documents in their management areas.
The Department of Justice is assigned to guide, urge and monitor the implementation, periodically synthesize, report results and propose to the Provincial People's Committee to handle difficulties and problems arising during the implementation process.
The Provincial People's Committee requests agencies and units to enhance their sense of responsibility and closely coordinate with the Department of Justice, the Provincial People's Committee Office and relevant sectors to ensure connectivity, transparency and consistency in the development and promulgation of legal documents.
