Provincial People's Committee resolves difficulties and obstacles of Van Ninh

(Website Portal) On the afternoon of October 1, 2024, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong chaired a meeting with relevant departments, branches and localities to remove difficulties and obstacles in site clearance (GPMB) to implement the Van Ninh - Cam Lo expressway project.

Van Ninh – Cam Lo Expressway connects Quang Binh and Quang Tri provinces, of which the section through Quang Tri province is about 32.53km.

Up to now, the main route clearance work in Cam Lo district has handed over 100% of the clean site on April 28, 2024, and the main route access roads and service roads were handed over on June 22, 2024. Cam Lo district is focusing on implementing the clearance work for additional service roads and service roads on both sides of the National Highway 9 overpass, Cam Hieu commune and Cam Thuy commune; 300/700m of service roads for the Cam Thuy overpass and 250m of the right of way/900m of service roads for the Cam Hieu overpass have been handed over.

In addition to the achieved results, the land acquisition and resettlement work in some remaining items in Cam Lo district is still facing many difficulties and problems, especially the land acquisition and resettlement of 2 overpasses of National Highway 9 through Cam Hieu and Cam Thuy communes because people still have many petitions related to their rights. On the other hand, the application of compensation and support policies in the transitional period of the 2024 Land Law, the guiding documents for implementation and the regulations on compensation, support and resettlement in the province with the old regulations have some differences. In addition, some new regulations are not consistent, the implementation instructions of competent authorities are not complete, leading to confusion in application.

For Vinh Linh district, 14.05/14.25km of land has been handed over, the remaining 200m is still stuck in relation to Quang Tri Forestry Products Joint Stock Company.

At the meeting, relevant departments, units and localities analyzed and clarified difficulties and problems, proposed and recommended many issues related to compensation for site clearance according to legal regulations.

In his concluding remarks, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong affirmed: The Provincial People's Committee is determined to speed up the site clearance progress to ensure the construction progress of the Van Ninh - Cam Lo expressway project according to the set plan.

The Standing Vice Chairman of the Provincial People's Committee requested the Provincial People's Committee Office to study and synthesize issues, problems and recommendations of relevant units to advise, propose and submit to the Provincial People's Committee for consideration and decision according to its authority.

Assign the Department of Finance and the Department of Natural Resources and Environment to review laws and legal documents related to compensation and support for site clearance and based on assigned tasks, to advise and propose to the Provincial People's Committee to thoroughly resolve difficulties and problems of localities. The Department of Transport shall step up propaganda about the project, items, technical solutions... to gain people's agreement and support in the site clearance process, creating conditions for the implementation of key projects in the province.
