According to the report of the Department of Planning and Investment, as of August 10, 2024, the whole province has disbursed 1,261,907 million VND, reaching 43.6% of the plan assigned by the Prime Minister and 40.6% of the plan assigned by the Provincial People's Council. Of which, domestic capital is 956,014 million VND, reaching 40.7% of the plan; foreign capital is 305,893 million VND, reaching 40.3%. However, the implementation and disbursement results of public investment capital are still slow compared to the progress, the disbursement rate is low, mainly focusing on a number of large-scale projects, with 3 projects disbursing 0% and 4 projects disbursing less than 5%, due to legal procedures and site clearance.
Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.
Concluding the meeting, the Chairman of the Provincial People's Committee emphasized: With the determination that the total disbursement in the province will reach 60% by September and 100% for the whole year, it is recommended that departments, branches and localities continue to identify public investment capital disbursement as one of the top important political tasks, which must be implemented proactively, flexibly and promptly, clearly identifying people, jobs and responsibilities, and completing each job; promptly removing bottlenecks and obstacles; promoting the role and responsibility of the leader. Investors must make detailed disbursement plans for each project and strictly comply with the disbursement plans for each month and quarter; proactively adjust capital plans from projects with slow disbursement to projects with disbursement capacity according to regulations, ensuring the disbursement of all assigned capital. Investors coordinate with local authorities and relevant departments and branches to speed up the progress of site clearance for construction of projects; Focus on removing difficulties related to licensing of mines, exploitation of stone, sand, and soil materials to serve public investment projects to ensure speed, efficiency, and compliance with legal regulations; at the same time, strengthen supervision of compliance with legal regulations in management and disbursement of public investment capital....
