Regarding the Outdoor Advertising Planning Project in Dien Bien province until 2030, with a vision to 2035, some opinions suggested: It is necessary to unify the regulations and specific coordination mechanisms between departments and branches; regulations on buffer zones, locations for billboards; implementation roadmap... Concluding this content, Chairman of the Provincial People's Committee Le Thanh Do agreed: Units continue to review previously approved and granted plans to continue to add to the plan. Unified outdoor advertising planning is an open plan, complying with the requirements of the Advertising Law; ensuring requirements on aesthetics,education , culture, avoiding offensive content, losing urban beauty; independent advertisements, advertisements attached to works, need to study open regulations, convenient for the management process later; need to apply information technology in advertising.

Regarding the idea of adjusting the detailed planning at a scale of 1/500 of the Dien Bien Provincial Sports Center, delegates agreed to expand the area, some functions, and expand the parking area of the project. Concluding this content, the Chairman of the Provincial People's Committee requested the drafting units and related units to review the old issued planning, focusing on discussing the legal basis of the project; it is necessary to mention the work of site clearance.

Leaders of the Department of Transport gave their opinions on the Outdoor Advertising Planning Project in the province.

Regarding the Project on the arrangement of administrative units at district and commune levels in the period of 2023-2025 of Dien Bien province, Chairman of the Provincial People's Committee Le Thanh Do proposed: Dien Bien Phu City People's Committee focuses on completing and consulting the City People's Council on the Project on the arrangement of administrative units, presiding over the development of a plan to classify urban areas after adjusting administrative boundaries; completing the assessment of the level of urban infrastructure development in Thanh Truong ward. Muong Lay Town People's Committee develops a plan for the general planning to expand administrative boundaries; a plan to assess urban classification and the urban development program of the town. No later than June 15, Dien Bien Phu City and Muong Lay Town must complete the dossier to submit to the Provincial People's Council meeting. The Department of Home Affairs coordinates with the two localities to complete the Project dossier and submit it to the Ministry of Home Affairs before June 30, 2024.

Regarding the Resolution regulating the criteria for establishing a Security and Order Protection Team, criteria for the number of Security and Order Protection Team members and ensuring operating conditions for forces participating in protecting security and order at the grassroots level in the province, the meeting agreed that the Security and Order Protection Team must consist of at least 3 members (1 team leader, 1 deputy team leader and 1 team member) with a minimum support level: Team leader 1.1 million VND; deputy team leader 1.05 million VND; team member 1 million VND.

In addition, the Provincial People's Committee solicited written opinions on the following contents: Project on developing mass sports in Dien Bien province for the period 2023 - 2025 with a vision to 2030; Decision on defining tasks, selecting and directly assigning organizations and individuals to perform provincial-level science and technology tasks using the state budget in Dien Bien province; Decision on decentralizing food safety management in the field of industry and trade in the province; Decision on abolishing decisions of the Dien Bien Provincial People's Committee.
